France, Belgium, Switzerland, Luxembourg, Monaco and Canada: apostille only
All of these countries are parties to the Hague Apostille Convention, as is Georgia. A Georgian public document - acte de naissance, acte de mariage, certificat de célibat, casier judiciaire, diploma, jugement, acte notarié, extrait du registre du commerce - is recognized there once it carries an apostille issued by the competent Georgian authority. No embassy or consular step is needed, and the French consulate in Tbilisi does not legalize Georgian documents precisely because the apostille has replaced that function.
What differs from country to country is whether the translation must also be apostilled. French préfectures and the consulate generally want the apostille on the original and a translation legalized by apostille on the notarized translation as well, producing a double-apostille bundle. Belgian communes follow the same practice. Swiss cantons and Québec are usually satisfied with an apostille on the original plus a certified translation with affidavit. We prepare whichever bundle the destination requires.
The apostille sequence for French files
- Step 1: the Georgian original is apostilled by the competent Georgian authority: civil status documents and Public Service Hall extracts through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route.
- Step 2: we translate the document and its apostille into French and the translation is notarized.
- Step 3 (France, Belgium): the notarized translation is itself apostilled, so the French administration receives a legalized translation.
- Step 4: the bundle is stapled as issued, scanned as one file for online submissions, and shipped by courier.
Doing step 2 before step 1 means the apostille certificate is untranslated and the file is returned; doing step 3 when the destination does not require it wastes a state fee. We fix the sequence in the first reply based on the receiving office.
Documents most often apostilled for France and Belgium
- Marriage and PACS in France: Georgian acte de naissance with apostille and translation, certificat de célibat (marital status certificate), certificat de coutume where the mairie asks for one.
- Visa de long séjour and titre de séjour: birth and marriage certificates, Georgian casier judiciaire (conviction certificate from the Ministry of Internal Affairs), diplomas for the passeport talent and student routes.
- Family reunification through OFII: civil status certificates for spouse and children, proof of relationship documents.
- Succession and property: Georgian death certificates, certificats d'hérédité, court decisions for French notaires handling estates with Georgian heirs.
- Business: Public Registry extracts, statuts and procurations for opening French or Belgian subsidiaries, branches and bank accounts.
- Belgium specifically: the Office des Étrangers requires apostilled and translated civil status documents for family reunification and the commune requires them for domicile registration.
Consular legalization for non-Hague francophone countries
Algeria, Côte d'Ivoire, Cameroon, Mali, the Democratic Republic of Congo, Gabon, Guinea, Togo, Benin, Niger, Chad, Madagascar, Haiti and several others are not apostille members. A Georgian document for these countries goes through consular legalization: first certification at the Georgian Ministry of Foreign Affairs, then legalization at the embassy or consulate of the destination country. Few of these states have embassies in Tbilisi, so the second step is done at the embassy accredited to Georgia, often located in Ankara, Moscow, Tehran or Paris, and we handle it through partners so you never need to travel. The French translation is prepared before legalization and notarized so the legalized bundle is complete on arrival. Morocco, Tunisia, Senegal, Burundi, Cape Verde, Mauritius and Seychelles are Hague members and need only the apostille.
Legalizing French, Belgian, Swiss and African documents for use in Georgia
The reverse direction requires the apostille or legalization to be obtained in the country of origin before the document reaches Tbilisi. In France the apostille is issued by the Cour d'appel of the region where the document was issued (with reforms progressively transferring this to notaires); Belgian apostilles come from the SPF Affaires étrangères through the eLegalization portal; Swiss apostilles from the cantonal chancellery; Québec documents are apostilled by the Ministère de la Justice du Québec since 2024; Moroccan and Tunisian apostilles from their respective Ministries of Justice and Foreign Affairs. Documents from non-Hague African countries are legalized by that country's Ministry of Foreign Affairs and then by the Georgian embassy accredited to it. Once the apostilled or legalized original is in Tbilisi, we translate it into Georgian and notarize it in 1-2 hours.
Timing, validity and common errors
Apostilles on civil status documents in Georgia usually take one to three business days; notarial acts and court documents about the same; education documents up to five business days. Add 1-2 hours for the translation and another day or two if the notarized translation must also be apostilled for France or Belgium. Consular legalization for non-Hague countries takes one to four weeks depending on the embassy. The errors we correct most often are an untranslated apostille certificate, a certificat de célibat obtained too early (French mairies want it less than six months old), a Georgian document issued in a name that differs from the passport after marriage, and a bundle unstapled for scanning, which French administrations treat as invalid. Send photos of both sides of every page and we run this check before submitting anything.
