What a certificate of conformity is, and the regimes that issue them

A certificate of conformity (certificate of compliance, attestation of conformity, declaration of conformity) is a document issued by a certification body, a testing laboratory or the manufacturer itself stating that a product, batch, process or system conforms to a specified standard or regulation. The regimes differ. In the EU, the manufacturer's CE declaration of conformity under the applicable directives and regulations, supported by notified body certificates for products requiring them; in the Eurasian Economic Union (Russia, Kazakhstan, Belarus, Armenia, Kyrgyzstan), the EAC certificate or declaration of conformity under the union's technical regulations, issued by accredited bodies; in the post-Soviet countries outside the EAEU and in some sectors within it, GOST certificates; in Georgia, conformity assessment under Georgian technical regulations largely aligned with the EU's, with the Georgian Accreditation Center's accredited bodies; in China, the CCC certificate; in the United States, UL and FCC certifications; and internationally, ISO management system certificates, GMP and GDP certificates for pharmaceuticals, halal certificates for food and cosmetics, organic certificates, FSC and PEFC for wood, and hundreds of sector-specific schemes. Each names a standard, a scope, a body and a validity, and each is read by someone who knows the regime.

Customs and market access: why the certificate must match the goods

Customs and market surveillance authorities read certificates of conformity to decide whether goods may enter and be sold. Georgian customs and the market surveillance agencies require conformity documents for regulated products - machinery, electrical equipment, construction products, toys, vehicles, pressure equipment, medical devices, pharmaceuticals, food and cosmetics - and accept EU CE declarations and certificates widely under Georgia's alignment with EU technical regulations, with a translation where the document is not in Georgian or English; EAEU customs in Kazakhstan, Russia and Belarus require EAC certificates or declarations for Georgian exports of regulated goods, in Russian and, in Kazakhstan, Kazakh; Turkish, Chinese, Gulf and other customs have their own requirements. The certificate must match the goods on the invoice by product name, model, type and HS code, and a translation that renders the product description differently from the invoice causes a hold. We translate certificates with the product identification, the standards and regulations, the certification body's name and accreditation, the certificate number and the validity reproduced exactly and consistently with the shipment's other documents, and we translate the test reports and technical files that customs may request behind the certificate.

ISO and management system certificates for tenders and clients

ISO 9001 (quality), ISO 14001 (environment), ISO 45001 (occupational health and safety), ISO 27001 (information security), ISO 22000 and FSSC 22000 (food safety), ISO 13485 (medical devices), ISO 50001 (energy), IATF 16949 (automotive) and the other management system certificates are required by tender committees as qualification criteria, by clients in supply chain audits, by regulators in licensing and by banks and investors in due diligence, and they travel with the audit reports, the certification body's accreditation and the scope statements that define what the certificate covers. We translate management system certificates with the standard, the scope, the sites, the certification body and its accreditation mark, the certificate number and the validity rendered exactly, and the audit reports and quality manuals behind them with translators who know the standards' vocabulary, so that a tender committee or auditor reads the same scope the certificate grants.

GMP, halal, organic and sector certificates

Sector certificates carry their own vocabulary and their own readers. GMP and GDP certificates for pharmaceutical manufacturing and distribution, certificates of pharmaceutical product and free sale certificates are read by drug regulators in registration procedures and translated with pharmacists; halal certificates from JAKIM-recognized and other bodies are read by Muslim-market importers and authorities and translated with the halal standard's vocabulary (see our Malay and Arabic pages); organic certificates under the EU, US and other organic regimes by importers and certification bodies; FSC and PEFC by timber buyers; kosher certificates by their markets; HACCP and food safety certificates by food authorities; CE certificates for construction products under the CPR by building authorities; and vehicle type approvals and certificates of conformity for individual vehicles by the Service Agency when registering imported cars, a frequent Georgian file. We translate each with the relevant specialist - pharmacist, food technologist, engineer - and with the regime's vocabulary rendered as the reader uses it.

Test reports, calibration certificates and technical files

Behind a certificate stand the test reports of the laboratory that tested the product, the calibration certificates of the instruments, the technical file the manufacturer maintains, the risk assessment, the user instructions and the labeling, and regulators, customs, tender committees and buyers ask for these when a certificate is questioned or a product is registered. We translate test reports with the test methods, standards, measured values, units, uncertainties and pass/fail statements reproduced exactly and checked by a second reader; calibration certificates with the traceability chain and the results; and technical files and instructions with engineers and the terminology of the product's sector, delivered in the original format with drawings and tables intact. Standard references - EN, ISO, IEC, GOST, ASTM, DIN and national standards - are kept in their original designations with the title translated, so that a reader can find the standard.
