Tax residency certificates and double taxation treaties

Georgia has double taxation treaties with more than fifty countries, and each allows reduced withholding on dividends, interest and royalties, exemption of certain income and relief from double taxation, but only for a person who proves residence in the other treaty country with a tax residency certificate issued by that country's tax authority for the relevant year. Georgian companies and individuals obtain the certificate from the Revenue Service and present it, apostilled through the relevant route and translated, to foreign payers, tax authorities and banks; foreign companies and individuals present their own - the German Ansässigkeitsbescheinigung, the Italian certificato di residenza fiscale, the Turkish mukimlik belgesi, the Kazakh, Uzbek and Russian certificates, the American Form 6166, the British certificate of residence - to Georgian payers and the Revenue Service with a notarized Georgian translation. The certificate must name the treaty, the year and the taxpayer exactly, and a translation that mistakes the taxpayer's identification number or the period costs the relief; we translate tax residency certificates in 1-2 hours with every identifier reproduced exactly, and we translate the treaty relief forms and the payer's declarations that accompany them.

Certificates of no tax debt, registration and tax compliance

Tender committees, banks, lenders, licensing authorities, immigration offices and counterparties ask for proof that a company or a person is registered for tax and owes nothing: the Georgian Revenue Service's certificate of no tax debt and taxpayer registration certificate, the VAT registration certificate, the certificate of income and taxes paid for individuals (which residence permit and visa applications also use), and their foreign equivalents - the German Unbedenklichkeitsbescheinigung and steuerliche Erfassung, the Italian DURC and certificato di regolarità fiscale, the French attestation de régularité fiscale, the Turkish vergi levhası and borcu yoktur yazısı, the Polish zaświadczenie o niezaleganiu, the American IRS transcripts, the Kazakh and Uzbek certificates from the tax committees. We translate these in 1-2 hours, notarized where a tender, bank or authority requires, with the certificate's date and validity noted, since most readers want it issued within the last month.

Business licenses and regulated activities

Regulated activities require licenses, and licenses cross borders with the companies that hold them: banking, insurance, securities and payment licenses for financial institutions setting up in Georgia or abroad; pharmaceutical manufacturing, wholesale and pharmacy licenses; medical practice and clinic licenses; construction and design licenses and the qualification certificates of engineers; transport licenses for road, air and maritime operators; energy licenses for generation, distribution and trading; telecommunications licenses; education licenses for schools and universities; gambling and tourism licenses; and the licenses of lawyers, auditors, customs brokers and other professionals. Georgian regulators - the National Bank, the Ministry of Health's regulatory agency, the Ministry of Economy's technical and construction supervision agency, the Land Transport Agency, the Civil Aviation Agency, the energy regulator, the communications commission - and their foreign counterparts read foreign licenses as evidence of qualification and experience in licensing, tender and registration procedures, and require notarized translations of apostilled licenses. We translate licenses with the licensing authority, the activity, the conditions and the validity rendered exactly and the foreign regulatory framework explained in a note where the Georgian reader would not know it.

Permits: construction, environmental, work, import and export

Permits authorize specific acts and are read against the act. Construction permits, environmental impact decisions and environmental permits are translated for investors, lenders, contractors and foreign partners on Georgian projects and for Georgian companies working abroad; work permits and residence permits are translated for employers, banks and foreign authorities; import and export permits, quotas and licenses for controlled goods (pharmaceuticals, chemicals, dual-use items, timber, cultural property, precious metals) are translated for customs and trading partners; and the permits of specific industries - mining and exploration licenses, water use permits, radio frequency assignments, hazardous waste permits, food business registrations - are translated for the regulators, buyers and lenders who require them. We translate permits with the conditions and validity rendered exactly, the issuing authority identified, and, where a permit is part of a project file, with the same team and glossary as the project's contracts and technical documents.

What tax authorities, tenders and regulators check

These documents are short and checked in detail. Tax authorities check the taxpayer's name and identification number against their records, the tax year against the payment, and the issuing authority's competence; a tax residency certificate in the wrong year or for the wrong entity in a group is worthless. Tender committees check licenses and no-debt certificates against the published qualification criteria and the validity dates, and disqualify for a certificate issued a day too early or a license for a slightly different activity. Regulators check the licensed activity, conditions and status against their own categories, and banks check licenses and tax documents against their compliance policies. We reproduce every name, number, date and activity exactly, translate the validity and conditions prominently, note the issuing authority's nature where a foreign reader would not know it, and check the document's date against the reader's window before translating so that a client is warned in time.

Pricing, timing and how to order

Tax certificates, licenses and permits are priced at a fixed rate per document for standard formats and per page for long licenses with conditions, with a modest supplement for rare languages, plus the notary's fee; the apostille on a Georgian certificate or license at the state fee plus handling, and sworn re-certification abroad at the partner's rate. Translation takes 1-2 hours from the moment the document is with us; the apostille adds one to three business days.

To order, send the certificate, license or permit as a PDF or clear photos on WhatsApp, Telegram or email, and tell us the tax authority, tender, bank, regulator or customs office and the country; the quote arrives within 15 minutes with the level we recommend and a note on the validity window. For Georgian documents going abroad we obtain the apostille; for foreign documents bring the apostilled original to Agmashenebeli 117, near Marjanishvili Metro, when the translation is ready, or courier it from any city. Delivery is by scan when the notary signs, by collection, by same-day courier in Tbilisi or by courier anywhere.

Frequently asked questions

Does a tax residency certificate need an apostille?+
For most foreign tax authorities and payers, yes, or at least a notarized translation; some accept the certificate in English without further formality. We advise per country and obtain the apostille on Georgian certificates in one to three business days.
How recent must a certificate of no tax debt be?+
Most tenders, banks and authorities want it issued within the last month, some within two weeks. We note the window when quoting and translate within hours.
Will a Georgian regulator accept my foreign license as proof of qualification?+
Regulators read foreign licenses as evidence in their own procedures, with a notarized translation of the apostilled license; whether the license itself is recognized is the regulator's decision. We translate it exactly and explain the foreign framework in a note.
How long does a license or permit translation take?+
One to two hours for a standard document, one business day for a long license with conditions, with the apostille adding one to three business days where needed.
