Why this document has its own rules
A police clearance certificate - called a criminal record certificate, certificate of good conduct, certificate of no criminal record, conviction certificate or extract from the criminal register depending on the country - states whether its holder has convictions on a given date, and because that can change the next day, receiving offices accept it only for a short period after issue: three months is common, six months the maximum most offices allow, and some consulates want it issued within thirty days of the application. It is also, in many countries, purpose-specific, issued for a stated use and refused for another. These two features shape everything we do with it: we sequence it last in any file so that the translation, apostille and submission happen inside the window, we ask what the certificate was issued for before translating it, and we treat it as express work.
Foreign certificates for Georgian residence permits, work permits and citizenship
The Public Service Development Agency requires a criminal record certificate from the applicant's country of citizenship (and sometimes of previous residence) with every first application for a temporary residence permit, with applications for permanent residence and citizenship, and with some work permit files, apostilled or legalized in the issuing country and translated into Georgian by a translation notarized here. The certificates our clients bring are as varied as their countries: the German Führungszeugnis from the Bundesamt für Justiz, the French bulletin n°3 du casier judiciaire, the Italian certificato del casellario giudiziale, the Spanish certificado de antecedentes penales, the British ACRO police certificate or DBS check, the American FBI identity history summary or a state police check, the Turkish adli sicil kaydı, the Russian and Ukrainian certificates of no criminal record, the Kazakh, Uzbek and Belarusian eGov certificates with QR codes, the Chinese no criminal record notarial certificate, the Indian police clearance certificate, the Thai and Malaysian certificates of good conduct. Each has its own layout and its own apostille or legalization route, and each is translated field by field, with the apostille, into Georgian within 1-2 hours of arriving.
The Georgian conviction certificate for use abroad
The Georgian criminal record certificate (the certificate on conviction, or conviction certificate) is issued by the Ministry of Internal Affairs and obtained at any Public Service Hall or online through the e-services portal, usually within a few days, as a document with an electronic stamp; it states whether the holder has been convicted and whether any conviction has been expunged. Georgians need it apostilled and translated for foreign residence and work permits (Poland, Germany, Italy, Spain, Portugal, the Czech Republic and the Gulf states all ask for it), for visas to some countries, for employment in healthcare, education, security and finance abroad, for professional licensing, for adoption, and for citizenship applications. The apostille is issued through the Ministry of Internal Affairs route in one to three business days; we obtain it, translate the certificate and the apostille into the target language, notarize the translation and apostille it too where the receiving country requires, and we arrange sworn re-certification abroad through our partners where a country insists on its own sworn translators. Georgians abroad have a relative obtain the certificate, or obtain it online, and we handle the rest.
Purpose, validity and the order of steps
Three practical questions decide whether a police clearance certificate is accepted. Purpose: Norwegian, Finnish and some other certificates state the purpose they were issued for, German employers' certificates differ from those for foreign authorities, and a certificate issued for a job at home may be questioned when presented for a residence permit abroad, so we ask before translating and tell you to re-order where the purpose is wrong. Validity: the window runs from the issue date, not the translation date, so the certificate is the last document obtained, the apostille and translation are done within days, and the file is submitted promptly. Order: the certificate is apostilled or legalized first and translated second, so that the translation covers the apostille; a certificate translated before its apostille leaves the apostille untranslated. Digital certificates with QR codes are verified through the code, translated and notarized with a printout, and where the issuing country apostilles them electronically we attach that apostille to the same file.
Employers, adoption, licensing and other uses
Beyond immigration, criminal record checks are asked for by employers in childcare, healthcare, education, security, finance and transport in both directions - a Filipino nurse for a Georgian clinic, a Georgian driver for a Polish transport company, a Thai therapist for a Batumi spa, an English teacher for a Tbilisi school - by professional licensing bodies, by sports federations registering foreign players and coaches, by universities for some programs, by international adoption procedures, which require checks on prospective parents from every country they have lived in, and by courts and notaries in specific matters. Where a certificate is requested for a purpose that has its own form - an enhanced check for work with children, a certificate covering a specific period of residence - we tell you which document to obtain, and we translate the accompanying documents (employment contracts, professional certificates, medical certificates) in the same order so that the whole file is consistent.
Pricing, timing and how to order
Police clearance certificates are priced at a fixed rate per certificate, whatever the language, with a modest supplement for rare languages, plus the notary's fee; the apostille on a Georgian certificate is charged at the state fee plus handling, and a second apostille on the translation where required. Translation takes 1-2 hours from the moment the certificate is with us and is always treated as express work because of the validity window.
To order, send a photo or the PDF of the certificate and of its apostille on WhatsApp or Telegram, tell us what it was issued for and where it is going, and the quote arrives within 15 minutes with the sequence and timing. For a Georgian certificate going abroad, tell us the destination and we obtain the apostille, translate, notarize and ship; for a foreign certificate coming to Georgia, bring the apostilled original to Agmashenebeli 117, near Marjanishvili Metro, when the translation is ready, or courier it from any city. Delivery is by scan when the notary signs, by collection, by same-day courier in Tbilisi or by courier anywhere.
