Turkmen Personal Documents - Translated and Notarized for Georgian Universities, Residence Permits and Turkmen Authorities

The admission file, the annual residence permit, the family reunification file, the marriage at the House of Justice and the ZAGS registration back home are all built from a handful of personal documents, issued in Turkmenistan across three scripts and decades of changing forms. We translate them precisely, from a photo where the law allows, and notarize in 1-2 hours.

Passport, identity documents and driving license

Turkmen passports - the biometric international passport that Turkmen citizens use abroad - are translated into Georgian for university enrollment, residence permits, bank accounts, lease agreements, marriage at the House of Justice, company registration and property purchases. Because these are standardized documents, we translate and notarize them from a clear photo, without the original, and courier the notarized translation anywhere in Georgia. Turkmen driving licenses are translated for the Service Agency and for rental and insurance companies. Transliteration of your name into Georgian is fixed at the first translation and kept on file so every subsequent document matches, anchored to the passport's Latin spelling; ä, ň, ö, ş, ü, ý and ž are handled by consistent rules, patronymics are preserved as written, and where a student's attestat shows a Cyrillic or Russian-form name that differs from the passport we note the variant, since the Public Service Development Agency and universities compare every document to the passport.

The attestat and school transcript

The Turkmen secondary school certificate (orta bilim hakynda şahadatnama, universally called the attestat) with its transcript of grades is the document every Turkmen student needs for admission and for the Ministry of Education's recognition of the school certificate for enrollment. It is issued in Turkmen, on forms that have changed with the alphabet reform and with the extension of secondary education to twelve years, and it must be legalized by the Turkmen MFA and the Georgian embassy in Ashgabat before the notarized Georgian translation is submitted. We translate the certificate and the transcript field by field, with the Turkmen five-point grading scale explained in a note, subject names rendered as Georgian schools name the same subjects, and the year of completion and the school's full name reproduced exactly as the recognition officers check them. Transfer students bring Turkmen university transcripts and academic certificates (akademiki sprawka), which we translate in the same way for credit recognition.

Birth, marriage and death certificates across three scripts

Turkmen civil status certificates are issued by ZAGS offices, and their form depends on their date: Soviet-era certificates are in Russian and Cyrillic Turkmen, 1990s certificates often in Cyrillic Turkmen with Russian, and current certificates in Latin-script Turkmen, sometimes bilingual with Russian. Georgian authorities accept any of these, legalized through the chain, translated and notarized here, for family residence permits, marriage registration, inheritance and divorce; students' birth certificates are asked for by some universities and by the Public Service Development Agency for minors. We translate directly from whichever script the document uses, from both columns of a bilingual certificate, and mirror the original field by field, including the ZAGS office, the record number and the stamps. In the other direction, Georgian birth certificates of children born to Turkmen students and workers in Georgia, and Georgian marriage certificates, are translated into Turkmen or Russian and legalized for ZAGS registration in Turkmenistan and for the child's Turkmen passport.

Conviction certificates, form 086 and military documents

Georgian temporary residence permits require a criminal record check from the applicant's country. For Turkmen citizens that is the certificate of no criminal record from the Ministry of Internal Affairs of Turkmenistan, obtained in person or through a relative, legalized through the chain and translated here in 1-2 hours; it is accepted for a limited period, so students should obtain it shortly before departure. The medical certificate - form 086 or its Turkmen equivalent, with the fluorography and vaccination records Georgian universities and the migration authorities ask for - is translated with medical terminology by our medical team. Turkmen military documents - the military ID (harby bilet), registration certificate and deferment certificates issued to students studying abroad - are asked for by some universities and by Turkmen authorities on return, and we translate them in both directions. Georgians going to Turkmenistan need the Georgian conviction certificate legalized and translated into Turkmen or Russian.

Parental consents, sponsor letters and proof of means

Students under eighteen arrive with a notarized parental consent to study and live abroad, issued by a Turkmen notary and legalized, which universities and the Public Service Development Agency require translated; parents of older students sign sponsor declarations and financial guarantees, either in Turkmenistan or at our notary in Tbilisi with an interpreter, in a bilingual form we have refined over many student files. Proof of means for residence permits comes from Turkmen bank statements and sponsor letters, which we translate into Georgian in the layout the Public Service Development Agency recognizes, and from Georgian bank statements for students with local accounts. Georgian border police require a notarized consent from the non-travelling parent when a minor leaves Georgia with one parent, and Turkmen border authorities apply comparable rules; we draft bilingual consents and translate consents issued in Turkmenistan.

Marriage, family documents and how to order

Turkmen citizens marrying in Georgia present a certificate of marital status, legalized and translated, and Turkmen-Georgian couples and Turkmen couples who marry at the House of Justice then legalize and translate the Georgian certificate for ZAGS registration in Turkmenistan; Georgians marrying in Turkmenistan go through ZAGS with the Georgian birth certificate and marital status certificate legalized and translated, and should expect the Turkmen procedure for marriage with foreigners to take time. Family residence permits for spouses, children and parents of Turkmen students and workers use marriage and birth certificates as described above. We prepare all of these sets and know the validity windows.

To order, send photos of every page, both sides, stamps legible, on WhatsApp or IMO; the quote arrives within 15 minutes, and we tell you immediately if a legalization stamp is missing or a name differs from the passport. Passports and licenses need nothing more. For other documents bring the legalized original to Agmashenebeli 117 when the translation is ready, or courier it from Kutaisi, Batumi or elsewhere. Delivery is by scan the moment the notary signs, by collection, by same-day courier in Tbilisi or by courier to any city; most personal documents are finished within the same afternoon.

Turkmen translation - frequently asked questions

What should a Turkmen student have legalized before leaving for Georgia?+
The attestat with transcript, the birth certificate, the conviction certificate (obtained last, because of its validity window) and, for minors, the parental consent, all through the Turkmen MFA and the Georgian embassy in Ashgabat. We translate them on arrival in 1-2 hours each.
Do you need my original passport?+
No. A clear photo of the data page is enough for a notarized passport translation, and the same applies to driving licenses.
My birth certificate is in Russian from the Soviet period. Is it accepted?+
Yes, once legalized through the chain. We translate it directly from the Russian and Cyrillic Turkmen; if ZAGS re-issued it in the current form, send that instead.
Can my parents sign a sponsor declaration in Tbilisi?+
Yes. At our notary, with an interpreter recorded in the act, in a bilingual Georgian-Turkmen form the Public Service Development Agency accepts.
