Notarized and Certified Turkmen Translation - The Embassy, Turkmen Ministries and the Georgian Notary

Turkmenistan certifies translations through notaries and, for foreign documents, through the consular legalization that its embassy in Tbilisi performs; Georgia notarizes translations. We produce the Georgian format for Georgian universities and authorities in 1-2 hours, and Turkmen or Russian translations built for the Ministry of Education, ZAGS and the migration service, legalized through the embassy.

How Turkmenistan certifies translations, and the Georgian notarized translation

Turkmenistan follows the post-Soviet model: there is no register of sworn translators, and a translation acquires official status when a state notary certifies the translator's signature (or, for some purposes, when a translation bureau's stamp is accepted); for foreign documents, Turkmen authorities require consular legalization of the original and accept a translation notarized abroad only when it is included in the legalized bundle, which is why the Turkmen embassy in Tbilisi legalizes Georgian documents together with their notarized translations. Turkmen authorities are particular about completeness - every seal, stamp and signature must be translated, and a missing stamp translation is a reason for rejection - and about the language: Turkmen is the state language, Russian is widely accepted in practice by many offices, and the Ministry of Education's recognition procedure and ZAGS offices prefer Turkmen. Georgia has the translation notarized by a Georgian notary, who certifies the signature of a translator registered as competent in Turkmen (and, for bilingual documents, Russian).

We translate the Georgian original into Turkmen or Russian here in the form the embassy accepts, notarize it, obtain the Georgian MFA's authentication and submit the bundle to the embassy for legalization. A Turkmen notarized translation is, from Georgia's point of view, a foreign document; for use in Georgia the translation must be notarized here, after the Turkmen original has been legalized by the Turkmen MFA and the Georgian embassy in Ashgabat.

Georgian universities and the Ministry of Education: the student's file

The admission file of a Turkmen student is the document set we handle most. Georgian universities require the school certificate (orta bilim hakynda şahadatnama, the attestat, with its transcript of grades) legalized by the Turkmen MFA and the Georgian embassy in Ashgabat and translated into Georgian and notarized here; the Ministry of Education's National Center for Educational Quality Enhancement recognizes the Turkmen certificate for enrollment on the basis of the same documents; and universities also ask for the passport translation, the medical certificate (form 086 or its Turkmen equivalent), and for some programs a conviction certificate and proof of language proficiency. Transfer students bring Turkmen or third-country university transcripts and academic certificates. We translate the whole set in a day, keep the transliteration of the student's name consistent from the passport through every document - a mismatch between the attestat and the passport is the most common reason a file is returned - and advise students arriving without legalization on what a relative must do in Ashgabat.

The Public Service Development Agency: student and family residence permits

Every Turkmen student needs a temporary residence permit, renewed for the duration of study, and the Public Service Development Agency requires the passport, the university's enrollment certificate, proof of means, and, for the first application, a conviction certificate from Turkmenistan (from the Ministry of Internal Affairs, legalized through the chain) and translated here; family members - spouses, children, parents who come to live with a student or worker - need birth and marriage certificates legalized and translated. Turkmen graduates who take jobs in Georgia need their Turkmen documents and their Georgian diploma for work permits, and Turkmen employees of transit and trading companies need the same set plus employment contracts. We prepare these files in 1-2 hours per document, treat the conviction certificate as express work because of its validity window, and issue the e-Notary certified version for online submissions.

Turkmen ministries, ZAGS and the migration service: Georgian documents in Turkmenistan

Georgian documents used in Turkmenistan go mainly to three places. The Ministry of Education recognizes Georgian diplomas of returning graduates through its procedure for foreign qualifications, which requires the diploma, supplement and transcript legalized and translated into Turkmen (Russian is accepted by some officers but Turkmen is safer) and checks the Georgian university's accreditation and the program's length and content; medical graduates face additional steps through the Ministry of Health. ZAGS offices register marriages of Turkmen citizens with Georgians and births of children born in Georgia, with the Georgian certificates legalized and translated. The State Migration Service and other ministries handle residence and employment of Georgians in Turkmenistan and the documents of Turkmen citizens returning from Georgia. For all of these we prepare the translation in the form Turkmen officials expect - complete, with every stamp rendered, in the language the office prefers - and route it through the embassy.

Turkmen documents for Georgian authorities

Any Turkmen-language document used in Georgia must be translated into Georgian and notarized here, and public documents must have been legalized by the Turkmen MFA and the Georgian embassy in Ashgabat. The most frequent are passports and driving licenses (translated from a photo, no visit needed), attestats and transcripts for admission, birth and marriage certificates for family residence permits and marriage at the House of Justice, conviction certificates for residence permits, military service documents and deferment certificates that universities and the migration authorities sometimes ask for, medical form 086 and health certificates, diplomas and academic certificates of transfer students, company extracts and charters for company registration, powers of attorney (issued by Turkmen notaries or by the embassy in Tbilisi), and bank statements and sponsor letters for proof of means. Documents issued before the alphabet reform, in Russian and Cyrillic Turkmen, are translated directly. We also offer e-Notary certification with a qualified electronic signature.

Certified translation without notarization, and when it is enough

Not every recipient needs the notary or the embassy. Universities reviewing an application before enrollment, employers, landlords, insurers and online portals accept a certified translation with our agency stamp and translator statement, which is quicker and cheaper. The Public Service Development Agency, the National Center for Educational Quality Enhancement, Georgian courts, registries, banks, the Turkmen Ministry of Education, ZAGS and the migration service do not. Tell us who will receive the document and we recommend the right level; a certified translation can be upgraded to a notarized and legalized one later without re-translating. For clients who submit documents online - university portals, the Georgian e-services - we issue digitally signed PDFs, and we print, stamp and courier the same file when paper is required.

Turkmen translation - frequently asked questions

Can I use a translation notarized in Ashgabat for a Georgian residence permit?+
Not on its own. Georgian authorities require notarization by a Georgian notary. We can have the Turkmen translation reviewed and signed by our registered translator and notarized locally, provided the Turkmen original was legalized through the chain.
Turkmen or Russian for the Ministry of Education's recognition of my Georgian diploma?+
Turkmen is the safer choice, since it is the state language and the recognition officers prefer it; Russian is accepted by some. We advise per case and can deliver both.
My attestat and my passport spell my name differently. What happens?+
We transliterate from the passport and note the variant in the translation, which Georgian universities and the Public Service Development Agency accept. If the difference is substantial, a certificate of identity of names from Turkmenistan may be needed, and we tell you before you submit.
How long does a Turkmen passport translation take?+
One to two hours from a photo, notarized. Same for driving licenses.
