Legalization Between Georgia and Turkmenistan - Two Resident Embassies, No Apostille, Sequence and Timing
Turkmenistan never joined the Hague Convention, so a Georgian apostille means nothing in Ashgabat and Turkmen documents carry none. What makes the chain workable is that Turkmenistan has an embassy in Tbilisi and Georgia has one in Ashgabat. We run the Georgian steps from David Agmashenebeli Ave 117 and tell students and families exactly what to do on the Turkmen side.

Why there is no apostille for Turkmenistan
Georgia joined the Hague Apostille Convention in 2007, but Turkmenistan is not a party, and a convention only works between members. A Georgian apostille is therefore not recognized by Turkmen authorities, and Turkmen documents are not apostilled. Nor is there a bilateral legal assistance treaty between Georgia and Turkmenistan that would exempt documents from legalization, as the Minsk Convention does among some CIS states - Georgia withdrew from CIS arrangements in 2009, and Turkmenistan's associate status limits its participation in any case - so the classic consular chain applies: the issuing country's foreign ministry authenticates the document, the receiving country's embassy legalizes it, and the receiving country's authorities then accept it. Because Turkmenistan's embassy is in Tbilisi and Georgia's is in Ashgabat, each chain can be completed in the issuing country without international courier steps, which is rarer than it sounds among non-Hague countries.
Georgian documents for Turkmenistan: the chain step by step
- Step 1 - the Georgian original. The diploma and supplement, transcript, civil status certificate, conviction certificate, notarial act or court document is obtained in its current form. Georgian diplomas are checked by the National Center for Educational Quality Enhancement before the MFA authenticates them, which adds a few days.
- Step 2 - translation and notarization. We translate the document into Turkmen or Russian and notarize the translation, because the Turkmen embassy legalizes the original together with its notarized translation, and a translation added after legalization is not covered by it.
- Step 3 - Georgian MFA authentication. The Ministry of Foreign Affairs of Georgia authenticates the notary's signature and seal on the bundle, usually within a few business days.
- Step 4 - Embassy of Turkmenistan legalization. The consular section of the Turkmen embassy in Tbilisi legalizes the Georgian MFA's authentication, on its reception days, with a consular fee; timing depends on the embassy's schedule and is usually within one to two weeks.
The finished bundle - original, notarized Turkmen translation, Georgian MFA stamp and embassy stamp - is what the Ministry of Education, ZAGS, the migration service and Turkmen courts accept. We handle steps 1 to 4 for students and families, including the embassy visit, and the student carries the bundle home or we courier it.
Turkmen documents for Georgia: what a relative does in Ashgabat
- Step 1 - the Turkmen original. The attestat and transcript, birth or marriage certificate, conviction certificate from the Ministry of Internal Affairs, diploma, medical certificate or notarial document; older civil status documents sometimes need re-issue by ZAGS in the current form, and the Ministry of Education pre-authenticates education documents in some cases.
- Step 2 - Turkmen MFA legalization. The consular department of the Ministry of Foreign Affairs of Turkmenistan in Ashgabat legalizes the document, on presentation by the holder or a relative with the holder's documents; a Russian or Turkmen notarized translation is not required at this stage for Georgia.
- Step 3 - Georgian embassy legalization. The Embassy of Georgia in Ashgabat legalizes the Turkmen MFA's stamp, with a consular fee, usually within days.
- Step 4 - Georgian translation and notarization in Tbilisi. We translate the whole bundle, including the stamps, into Georgian and notarize it in 1-2 hours.
Students already in Georgia whose documents were not legalized before departure have a relative do steps 1 to 3 and send the bundle by courier or with a travelling friend; we translate on arrival. Some Georgian universities accept a certified translation for the application stage and the legalized bundle at enrollment, and we tell each student what their university's practice is.

Realistic timing and how we shorten it
A Georgian document is usually ready for Turkmenistan within two to three weeks: a day or two for translation and notarization, a few business days at the Georgian MFA (plus the education verification for diplomas), and one to two weeks at the Turkmen embassy depending on its reception schedule. A Turkmen document is ready for Georgia as soon as the relative completes the Ashgabat steps, which typically takes one to two weeks, plus courier time and 1-2 hours here. We shorten it by translating while the original is being checked, by batching a graduating cohort's diplomas into one embassy submission at the end of each academic year, by advising students to have their attestat, birth certificate and conviction certificate legalized in Ashgabat before they leave, and by delivering digital certified translations first so that a university or employer can begin work while the paper chain runs. Conviction certificates are accepted for limited periods, so we sequence them last.
Common errors we catch before submitting
The chain is unforgiving, and the Turkmen side rejects bundles for details. The errors we correct most often are a Georgian apostille obtained by mistake (useless for Turkmenistan and a wasted week), a translation notarized after the MFA authentication so that the embassy's stamp does not cover it, a diploma submitted to the MFA before the education verification, a stamp or seal left untranslated, a student's name transliterated differently between the attestat, the passport and the Georgian translation, a Soviet-form birth certificate that ZAGS should have re-issued, a conviction certificate that expired during the chain, a document in Russian where the Turkmen office insisted on Turkmen, and a bundle taken apart for scanning so that the stamps no longer sit on the right pages. Send photos of every page and every stamp and we run this check before the first submission.
