Apostille and Legalization Between Georgia, Albania and Kosovo - Electronic Apostilles, Sequence and the Kosovo Route
Albania and Georgia are both Hague members, and Albania has gone further than most by issuing apostilles electronically. Kosovo is outside the system and has no diplomatic channel with Georgia, which calls for honesty rather than promises. We handle the Georgian side of every file from David Agmashenebeli Ave 117 and tell you exactly where to go in Tirana.

Apostille replaces legalization between Georgia and Albania
Albania joined the Hague Apostille Convention in 2004 and Georgia in 2007, so a public document from either country is recognized in the other once apostilled by the issuing country's competent authority. Albania's embassy accredited to Georgia and Georgia's embassy accredited to Albania - both accredited from elsewhere in the region rather than resident - do not legalize documents between the two countries; what they handle is passports, consular registration and consular acts.
Which Albanian authority wants an apostille differs. The Migration and Border Police require apostilles on the conviction certificate and civil status documents; the civil registry requires them on everything; QSHA and universities require them on diplomas; courts require them on everything. Whether the translation itself must be apostilled is rarely asked when a sworn translator re-certifies; when our notarized translation is used directly, some offices ask for its apostille too, and we provide it. Georgian offices require a Georgian notarized translation and an apostille on the Albanian original, paper or electronic.
Where Albanian documents get their apostille: one ministry, two forms
Albania has a single apostille authority, the Ministry for Europe and Foreign Affairs (Ministria për Evropën dhe Punët e Jashtme) in Tirana, and two ways of obtaining its apostille. The classic route is in person or by post at the ministry's consular directorate or through a postal service point, with the paper original of a civil status certificate, a court document, a notarial act, a diploma pre-verified by the Ministry of Education, or a QKB extract, usually within a few days. The electronic route is through e-Albania: for documents issued electronically with a digital stamp - most civil status certificates, the dëshmi penaliteti, QKB extracts and a growing list of others - the apostille is requested online and issued as an electronic apostille attached to the same PDF, verifiable through the ministry's register, often within a day or two. Albanian citizens in Georgia can obtain electronic apostilles themselves from anywhere with their e-Albania account, which removes the need for a relative in Tirana for most documents; for paper documents a relative or a lawyer with a prokurë applies. We confirm the route for each document.
Apostille on Georgian documents for Albania
Georgian documents going to Albania are apostilled here, and this part we handle entirely. Civil status certificates and Public Service Hall extracts are apostilled through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route, which is the slowest at up to five business days; the conviction certificate through the Ministry of Internal Affairs route. You bring the original to Agmashenebeli 117 once, or a relative brings it, and we submit, track and collect the apostille, then translate the bundle into Albanian and notarize it, apostille the notarized translation where the receiving office asks, and arrange përkthyes i betuar re-certification in Tirana where required. Clients in Albania receive the finished set by courier within three to four days, or a digitally signed scan the same day for e-Albania submissions that accept uploads.
Kosovo: outside the Hague system, and no direct channel with Georgia
Kosovo is not a party to the Hague Convention, and Georgia has not recognized Kosovo, so there is no Georgian embassy for Kosovo and no Kosovo embassy accredited to Georgia through which a consular legalization chain could run. This is a real limitation and we do not pretend otherwise. In practice, Kosovo-issued documents presented to Georgian offices are handled case by case: some offices accept a Kosovo document legalized by Kosovo's Ministry of Foreign Affairs with a notarized Georgian translation when the document's authenticity can be otherwise confirmed; some accept documents issued by Albanian authorities where the person also holds Albanian documents; and some do not accept Kosovo documents at all for a given purpose. Georgian documents for use in Kosovo are apostilled here and translated into Albanian, and Kosovo's authorities generally accept apostilled foreign documents in practice even though Kosovo is not a member, with translation by a translator certified by Kosovo's Ministry of Justice. We translate and notarize in either direction, confirm with the receiving office before you submit, and tell you honestly when a route does not exist.

Sequence, timing and common errors
- Step 1: the Georgian original is apostilled by the competent Georgian authority, where the receiving Albanian office requires it.
- Step 2: we translate the document and its apostille into Albanian and the translation is notarized.
- Step 3 (where asked): the notarized translation is apostilled, or re-certified by a partner përkthyes i betuar in Tirana.
- Step 4: the bundle is kept stapled as issued, scanned as one file for e-Albania and university portals, and shipped where paper is needed.
Apostilles on Georgian civil status documents usually take one to three business days; education documents up to five; Albanian electronic apostilles a day or two, paper ones a few days. The Migration and Border Police and Georgian offices accept conviction certificates for a limited period, so timing matters. The errors we correct most often are an untranslated apostille certificate, an e-Albania document printed without its electronic apostille, a QR code that no longer verifies because the document was reissued, a certifikatë familjare presented where the office wanted the individual certifikatë martese, a Georgian document in a maiden name that differs from the passport, ë and ç transliterated inconsistently into Georgian, and a Kosovo document submitted on the assumption that it can be apostilled. Send photos or PDFs of everything and we run this check before submitting.
