Përkthyes i betuar and the Georgian notarized translation
Albania regulates sworn translation through the Ministry of Justice, which licenses përkthyes të betuar after examination and keeps the register that courts, the civil registry, notaries and ministries consult; a sworn translator's stamped translation is the official form, and notaries certify translations only by such translators. No përkthyes i betuar has ever been licensed for Georgian, so Georgian documents traditionally went through Italian or English relay translations. Albanian law also recognizes foreign public documents with an apostille, including notarial acts, and in practice the Migration and Border Police, most civil registry offices, universities and employers accept a Georgian notarized and apostilled translation; courts and some registrars insist on the Albanian stamp. Georgia has the translation notarized by a Georgian notary, who certifies the signature of a translator registered as competent in Albanian.
We translate the Georgian original into Albanian here, notarize it, apostille the original and, where an Albanian office insists on a licensed translator, forward the text to a partner përkthyes i betuar in Tirana licensed for English, who certifies it against the apostilled Georgian original with an English bridge. An Albanian sworn translation is, from Georgia's point of view, a foreign document; for use in Georgia the translation must be notarized here.
e-Albania: digital documents, digital stamps and how Georgia treats them
Albania has moved most citizen services to the e-Albania portal, and the documents Georgian offices most often meet - certifikatë lindjeje, martese, familjare and vdekjeje, dëshmi penaliteti, vërtetim banimi, QKB extracts, and increasingly diplomas and health documents - are issued as PDFs with a digital stamp (vula elektronike) and a QR code that verifies the document on the portal, with no paper original at all. This confuses foreign authorities, and it confuses Georgian ones until the file is presented correctly. The apostille for such documents is also requested through e-Albania and issued electronically by the Ministry for Europe and Foreign Affairs, attached to the same PDF. We handle this by verifying the document and its apostille through the QR codes, translating both the document and the apostille, and notarizing the translation attached to a printout, with a translator's note explaining the electronic form; Georgian offices have accepted this consistently. Older paper documents from the zyra e gjendjes civile with wet stamps are handled the classic way.
Albania: residence permits, marriage and citizenship for Georgians
Georgians settling in Albania - as employees, entrepreneurs, spouses of Albanian citizens, students or retirees - apply for the leje qëndrimi through the Migration and Border Police and the e-Albania portal, with the Georgian passport, an apostilled Georgian conviction certificate, proof of means and accommodation, and by category the work permit or contract, the company registration, the university enrollment or the apostilled marriage certificate, all translated into Albanian. Marriage in Albania is registered at the zyra e gjendjes civile with the Georgian birth certificate, a certificate of marital status and, if previously married, divorce decisions, apostilled and translated; a Georgian marrying an Albanian abroad has the marriage transcribed the same way. Citizenship by marriage or residence goes through the Ministry of Interior with the same set plus the conviction certificate and proof of Albanian language. We assemble these files with the transliteration of your name identical across every document.
Albanian documents for Georgian residence permits, marriage and business
Albanian citizens in Georgia - workers, entrepreneurs, spouses, students, coaches - present Albanian documents that must be apostilled by the Ministry for Europe and Foreign Affairs and translated into Georgian and notarized here. For a residence permit: the passport (translated from a photo, no visit needed) and the dëshmi penaliteti from the Ministry of Justice's criminal records office, issued through e-Albania; for a family permit or marriage at the House of Justice: the certifikatë lindjeje, certifikatë martese or certifikatë familjare, which Georgian civil registrars find unusually helpful because it shows the whole family on one document; for work permits and recognition: the diploma and lista e notave; for company registration: the QKB extract, statuti and vendimi of the founders, and a prokurë. Albanian public documents are apostilled electronically or on paper before the translation is notarized; Kosovo documents follow the route described on the legalization page. We also offer e-Notary certification with a qualified electronic signature.
Courts, notaries and QSHA
Albanian courts require sworn translations of foreign documents in proceedings, and Albanian notaries, who draft contracts and prokura and certify signatures, work with sworn translators when a foreign party does not speak Albanian; Georgian judgments and notarial documents for use in Albania are apostilled, translated and re-certified in Tirana where required. The Qendra e Shërbimeve Arsimore (QSHA), which recognizes foreign diplomas for the Ministry of Education, requires apostilled diplomas with sworn translations, and universities require the same for admission. For all of these we prepare the Albanian text and arrange re-certification, delivering the apostilled original, our notarized translation and the sworn translator's certification as one bundle.
Certified translation without notarization, and when it is enough
Not every recipient needs the notary or the sworn stamp. Universities for initial admission, employers, landlords, insurers, sports federations for preliminary registration and online portals accept a certified translation with our agency stamp and translator statement, which is quicker and cheaper. The Migration and Border Police, the civil registry, courts, QSHA, Georgian courts, registries, the Public Service Hall and banks do not. Tell us who will receive the document and we recommend the right level; a certified translation can be upgraded to a notarized and re-certified one later without re-translating. For clients who submit everything online - e-Albania, university portals, the Georgian e-services - we issue digitally signed PDFs, and we print, stamp and courier the same file when paper is required.
