The Georgian notarized translation and how Belarus certifies translations
Georgia has no register of sworn translators; the official form is the translation notarized by a Georgian notary, who certifies the signature of a translator registered as competent in Russian and Belarusian. Belarus follows the same post-Soviet model: a translation acquires official status when a Belarusian notary certifies the translator's signature, and a translation notarized abroad is a foreign notarial act that Belarusian authorities accept when apostilled, subject to the limits introduced in 2023 for certain categories of documents. Russian and Belarusian are both state languages, Russian is what almost all Belarusian documents are issued in and what every office accepts, and Belarusian-language documents and translations are handled by the same translators. We translate the Belarusian document into Georgian and notarize it here for Georgian use, and translate Georgian documents into Russian or Belarusian, notarize and apostille them for use in Belarus.
The Public Service Development Agency: residence permits for Belarusians
Belarusians who stay beyond the visa-free year apply for temporary residence permits on the basis of work (an employment contract with a Georgian company, including their own), entrepreneurship (a registered Georgian company with turnover), study, family, or property ownership, and for permanent residence after years of temporary residence, all through the Public Service Development Agency. The file requires the passport translation, a certificate of no criminal record from Belarus (from the Information Center of the Ministry of Internal Affairs, apostilled by the Ministry of Foreign Affairs) for the first application, and by category the employment contract and the employer's documents, the company's registration and tax documents, the university enrollment, or ZAGS marriage and birth certificates apostilled by the Ministry of Justice, all translated into Georgian and notarized. Renewals, changes of basis and the permanent residence application reuse documents we already hold, so the transliteration stays consistent for years. We prepare these files in 1-2 hours per document and issue the e-Notary certified version for online submissions.
Passports, expired passports and the embassy after 2023
Since September 2023 Belarusian embassies, including the one in Tbilisi, no longer issue or renew passports for citizens abroad, and the Tbilisi embassy's remaining services are consular registration, some certificates, and notarial acts within the limits Belarusian law now sets; passport renewal requires travel to Belarus, which many members of the community avoid. This produces a specific set of translation questions: which Georgian procedures accept an expired Belarusian passport together with a valid Georgian residence permit (some do, some do not), how a Georgian residence permit, a Georgian-issued travel document or a Belarusian ID card is translated for banks and employers, and how children born in Georgia to Belarusian parents are documented when a Belarusian passport for the child cannot be obtained here. We translate every document in the picture, explain in a translator's note what an expired passport plus a residence permit establishes, and tell you which office will and will not accept it, based on what we see across many files.
Banks, the Revenue Service, employers and schools
Georgian banks apply enhanced compliance to Belarusian clients, asking for translated proof of source of funds, employment contracts or company documents, tax residency information and, for company accounts, the full corporate file; the Revenue Service registers Belarusian entrepreneurs and their companies with translated passports and, for tax residency questions, translated Belarusian tax and employment documents; Georgian employers and the IT companies that relocated need employment records (трудовая книжка), diplomas and reference letters translated for HR and for work permit purposes; and Georgian and international schools enroll Belarusian children with translated school records, birth certificates and vaccination records. For all of these we deliver certified translations where the recipient accepts them and notarized ones where required, and we keep a family's or a company's documents in one glossary so that every translation over the years matches.
Georgian documents in Belarus: ZAGS, notaries, courts and the limits since 2023
Belarusians in Georgia still need things done at home: registering a Georgian marriage or a child's Georgian birth certificate with a Belarusian ZAGS through a relative, transferring a Georgian diploma for recognition, submitting Georgian residence documents to Belarusian tax or pension authorities, or handling property, inheritance and court matters. Georgian documents for these purposes are apostilled here and translated into Russian or Belarusian and notarized, and Belarusian offices accept them. The constraint is the 2023 rule that powers of attorney for certain transactions - sale, gift and other disposal of real estate and vehicles above all - are recognized only if certified in Belarus or at a Belarusian consulate; a Georgian-notarized power of attorney for such a transaction will be refused at home, while powers of attorney for obtaining documents, representing before ZAGS or an archive, or handling many court and administrative matters are still accepted. We tell you which category your document falls in before we translate it, and where the embassy can still certify an act we prepare the Russian text for it.
Certified translation without notarization, and when it is enough
Not every recipient needs the notary. Georgian employers and HR departments, schools, clinics, landlords, coworkings and many online services accept a certified translation with our agency stamp and translator statement, which is quicker and cheaper, and Belarusian IT professionals dealing with foreign clients and platforms often need certified English translations of Belarusian documents rather than notarized Georgian ones. The Public Service Development Agency, the House of Justice, Georgian notaries and the Public Registry, courts, banks and the Revenue Service require notarization, as do Belarusian ZAGS offices, notaries and courts. Tell us who will receive the document and we recommend the right level; a certified translation can be upgraded to a notarized one later without re-translating.
