Legalization Between Georgia and Malaysia or Brunei, and Apostille for Singapore - The Chains, the Missions and the Timing
Malaysia and Brunei never joined the Hague Convention, so an apostille means nothing there and their documents carry none; Singapore joined in 2021. Every Malaysian and Bruneian document goes through a chain of authentications, complicated by the fact that neither country has a resident embassy in Georgia. We run the Georgian steps from David Agmashenebeli Ave 117, our Kuala Lumpur partner runs the Malaysian ones, and we tell you honestly how long it takes.

Why there is no apostille for Malaysia and Brunei, and why Singapore is different
Georgia joined the Hague Apostille Convention in 2007, but Malaysia and Brunei are not parties, and a convention only works between members. A Georgian apostille is therefore not recognized by Malaysian or Bruneian authorities, and their documents are not apostilled - Wisma Putra's stamp is a legalization, not an apostille. Instead, both directions use the classic consular chain: the issuing country's foreign ministry authenticates the document, and the receiving country's embassy or consulate legalizes it. Singapore acceded to the Convention with effect from 2021, and Singaporean documents are apostilled by the Singapore Academy of Law, while Georgian documents for Singapore are apostilled in Georgia, which makes Singapore the simple case in this language. Neither Malaysia nor Brunei has a resident embassy in Georgia, and Georgia has no resident embassy in Kuala Lumpur or Bandar Seri Begawan; the missions accredited to each other are located elsewhere in their regions, which adds courier time and occasional scheduling delays to every chain, and we build that into the timeline we give you.
Georgian documents for Malaysia: the chain step by step
- Step 1 - the Georgian original. Civil status certificates, conviction certificates, diplomas, notarial acts and court documents are obtained in their current form.
- Step 2 - translation and notarization. We translate the document into Malay or English and notarize the translation, because the Malaysian mission legalizes the original together with its notarized translation.
- Step 3 - Georgian MFA authentication. The Ministry of Foreign Affairs of Georgia authenticates the notary's signature and seal on the bundle, usually within a few business days.
- Step 4 - Malaysian mission legalization. The Malaysian embassy accredited to Georgia legalizes the Georgian MFA's authentication. Because the mission is not in Tbilisi, this step is done by courier and can take one to three weeks.
- Step 5 (where asked) - ITBM certification. Our Kuala Lumpur partner obtains a Malaysian translator's certification for JPN, the Syariah courts or a court that requires it.
The finished bundle - original with notarized translation, Georgian MFA stamp and Malaysian mission stamp - is what JPN, the Immigration Department, the Ministry of Education, SSM and the courts accept. Allow two to four weeks end to end, longer around Malaysian and Georgian holidays. Brunei follows the same pattern through its own mission.
Malaysian and Bruneian documents for Georgia: the chain step by step
- Step 1 - the Malaysian original. JPN certificates, the sijil nikah from the state religious department, the police clearance certificate, SPM and university certificates, SSM documents and documents notarized by a Malaysian notary public or certified by a commissioner for oaths.
- Step 2 - Wisma Putra legalization. The Consular Division of the Ministry of Foreign Affairs of Malaysia in Putrajaya (or its branch offices) authenticates the document, usually within a few working days; some documents must first be certified by the issuing body or a notary public.
- Step 3 - Georgian mission legalization. The Georgian embassy accredited to Malaysia legalizes Wisma Putra's stamp, by courier or in person; one to three weeks depending on location and schedule.
- Step 4 - Georgian translation and notarization in Tbilisi. We translate the whole bundle, including the stamps, into Georgian and notarize it in 1-2 hours.
Bruneian documents go through Brunei's Ministry of Foreign Affairs and the Georgian mission accredited to Brunei. Some Georgian offices accept certain Malaysian documents - passports, MyKad, certificates for an employer's or university's preliminary review - without the chain, and we tell you when it can be skipped. For residence permits, marriage registration and company registration it cannot.
Singapore: apostille in both directions
Singaporean documents for Georgia - ICA birth certificates and identity documents, ROM and ROMM marriage certificates, Ministry of Education and university certificates, ACRA business profiles, court documents and documents notarized by a Singapore notary public - are apostilled by the Singapore Academy of Law, in person or online, usually within a few working days, and then translated into Georgian and notarized here; because most Singaporean documents are in English, our English team handles them and the Malay team handles ROMM and other Malay-language documents. Georgian documents for Singapore are apostilled in Georgia and translated into English, and Singaporean authorities accept certified English translations of apostilled documents; where an office asks for a translation certified in Singapore, a partner there provides it.
Documents most often legalized or apostilled
- Marriage: Georgian certificates of marital status, birth certificates and conversion documents for Malaysian religious departments and JPN; Malaysian sijil nikah, sijil perkahwinan, certificates of single status and letters of no impediment for the House of Justice; Georgian marriage certificates for registration in Malaysia.
- Georgian residence permits: Malaysian police clearance certificates, JPN certificates, university certificates.
- Malaysian employment and student passes: Georgian diplomas, conviction certificates, marriage and birth certificates.
- Education: Malaysian SPM, STPM and university certificates for Georgian universities and recognition; Georgian diplomas for Malaysian universities and the Malaysian Qualifications Agency.
- Companies and halal: SSM documents and powers of attorney for Georgian registration; Georgian company documents, halal certificates and product dossiers for Malaysian partners, JAKIM and importers.
- Succession and property: Georgian death and inheritance certificates for Malaysian estates (civil and Syariah, including faraid distribution); Malaysian grants of probate, letters of administration and Syariah inheritance certificates for Georgian notaries.
Realistic timing and common errors
The honest answer is two to four weeks for a Georgian document to be ready for a Malaysian office, and two to four weeks for a Malaysian document to be ready for a Georgian office, with the mission steps being the variable part; Singapore is a matter of days. We shorten it by translating while the original is with the MFA, by batching documents into one mission submission, by using our Kuala Lumpur partner for Wisma Putra and ITBM steps, and by advising couples and employers to begin the chain before the wedding date or the job start is fixed. Police clearance certificates and Georgian conviction certificates are accepted for limited periods, so we sequence them last. The errors we correct most often are a Georgian apostille obtained by mistake for Malaysia, a translation notarized after the MFA step so that the mission's stamp does not cover it, a sijil nikah legalized without the religious department's certification that Wisma Putra requires, a Malaysian name arranged differently on the MyKad, the passport and a certificate without a note, a conversion document missing from a Muslim marriage file, a JPN certificate of the wrong type, and a bundle taken apart for scanning so that the stamps no longer sit on the right pages. Send photos of every page and every stamp and we run this check before the first submission.
