🏛️ Apostille and legalization - making Georgian documents valid abroad
Apostille and Consular Legalization - Which Agency, Which Sequence, How Long, and Done for You
An apostille is a single certificate that makes a Georgian public document valid in 125 countries without an embassy ever seeing it; consular legalization is the older chain of stamps for the countries that never joined. Georgia splits apostille authority among several agencies, each with its own route and timing, and the order in which the apostille and the translation are done decides whether the bundle is accepted. Bring the original to our office once and we do the rest.

The Hague Convention in Georgia: what the apostille certifies
Georgia acceded to the Hague Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents with effect from 2007, and since then a public document issued in Georgia - a civil status certificate, a court decision, a notarial act, a diploma, a certificate from a ministry - is recognized in every other member state once a Georgian competent authority attaches an apostille to it, and public documents from member states are recognized in Georgia once apostilled there. The apostille is a standardized certificate, on paper or electronic, that confirms the authenticity of the signature, the capacity of the signatory and the identity of the seal on the document; it does not certify the content, and it does not translate anything. Around 125 countries are members, including all of Europe, the United States, Canada (since 2024), China (since 2023), Japan, Korea, India, Brazil, Turkey, Israel, Kazakhstan, Uzbekistan and Tajikistan; a Georgian document for any of them needs the apostille and nothing more from an embassy.
Which Georgian agency apostilles which document
Georgia distributes apostille authority by the origin of the document, and taking a document to the wrong window is the most common cause of a lost week. Civil status certificates, Public Service Hall extracts and other documents of the Public Service Development Agency are apostilled by the Agency itself through the Public Service Halls, usually within one to three business days. Notarial acts - including notarized translations, powers of attorney and certified copies - and court decisions are apostilled through the Ministry of Justice route, in one to three business days. Diplomas, transcripts, school certificates and other education documents go through the education verification route, where the National Center for Educational Quality Enhancement first confirms the document's authenticity and the institution's status before the apostille is issued, which takes up to five business days and is the slowest of all. Criminal record certificates and other documents of the Ministry of Internal Affairs go through that ministry's route. Documents of other ministries and agencies are apostilled through the route designated for them. We know each route, submit the document at the right window with the right form and fee, track it, and collect it, so that you bring the original to Agmashenebeli 117 once.
Consular legalization for countries outside the Convention
A minority of countries never joined the Hague Convention, and for them the older chain applies: the document is authenticated by the Ministry of Foreign Affairs of Georgia, which confirms the signature of the Georgian official or notary, and then legalized by the embassy or consulate of the destination country, which confirms the Georgian ministry's stamp; the destination's own authorities then accept it. The countries that matter most for Georgian clients are the United Arab Emirates, Qatar, Kuwait, Egypt, Jordan, Iraq, Vietnam, Thailand, Malaysia, Turkmenistan, Angola, Mozambique and Taiwan, and the practical complication is that several of them have no resident embassy in Tbilisi, so the legalization step runs by courier to an embassy in the region and takes one to three weeks; some, like Thailand, add a step of their own in which their foreign ministry certifies the translation. The reverse chain applies to their documents for Georgia: their foreign ministry, then the Georgian embassy accredited to them, then translation and notarization here. We run every Georgian step, coordinate the embassy step, and give a realistic timeline of two to four weeks rather than an optimistic one.
The sequence: apostille first, then translation, then sometimes a second apostille
The apostille goes on the original before the translation is made, because the translation must cover the apostille certificate as well as the document; a certificate translated before its apostille reaches the foreign registrar with an untranslated stamp and is returned. After the notarized translation is made, some foreign authorities want a second apostille on the translation itself - the Italian comuni, Spanish and Portuguese registries, some German Standesämter, Turkish and Russian registries - because the translation is a Georgian notarial act and they want its authenticity confirmed too, while immigration offices, universities and most others do not; we ask which authority will receive the bundle and apostille the translation only where it is required. The bundle - original with apostille, notarized translation with or without its apostille - stays stapled as issued, is scanned as one file for portals, and is shipped as one document, because an apostille separated from its page is worthless. For documents coming into Georgia the order is the same in reverse: apostille in the issuing country first, then the notarized Georgian translation here, which covers the apostille.
Electronic apostilles and documents from portals
A growing number of countries issue documents electronically and apostille them electronically - Albania through e-Albania, Kazakhstan through eGov, Estonia, Spain for some documents, the Netherlands, Brazil, and others - producing a PDF with a QR code or a verification number for both the document and the apostille. Georgian authorities accept these when the electronic apostille can be verified through the issuing country's register, and we verify it, translate the document and the apostille, and notarize the translation attached to a printout with a translator's note explaining the electronic form. Georgia's own apostilles are still largely paper, although verification of Georgian apostilles is available online through the register of the issuing agency, and foreign authorities that want to check a Georgian apostille are pointed to it. Where a foreign office insists on a paper apostille for an electronic document, or a paper original where only an electronic one exists, we tell you before you submit.
Timing, validity and the mistakes we prevent
Apostilles on civil status documents, notarial acts and court decisions take one to three business days; on education documents up to five; the consular chain two to four weeks. The apostille itself does not expire, but the receiving authority may set a validity window for the underlying document - three to six months for civil status certificates and registry extracts, less for police clearance certificates - so a document should be apostilled when it is fresh and translated within days. The mistakes we prevent by checking before submission: a document taken to the wrong agency; an apostille sought on a photocopy or on a document that must first be certified by its issuing ministry; a Soviet-era certificate presented where a current re-issue is required; a translation made before the apostille; a second apostille omitted for a registry that wants it; an apostille sought for a non-Hague country, which is useless there; and a bundle taken apart for scanning. Send photos of the document and tell us the destination, and the sequence and timing come back with the quote.
