How Tajikistan certifies translations, and the Georgian notarized translation
Tajikistan follows the post-Soviet model: there is no register of sworn translators, and a translation acquires official status when a state notary certifies the translator's signature, with the translator's qualification on file; a translation made and notarized abroad is a foreign notarial act, which Tajik authorities accept when it carries an apostille, though ZAGS offices, the migration service, courts and many notaries prefer, and sometimes insist on, a translation notarized in Tajikistan. Tajik is the state language and Russian the language of interethnic communication under the constitution, and in practice notaries and most offices accept Russian, while the Ministry of Education and Science, ZAGS and state bodies increasingly expect Tajik. Tajik authorities require every seal, stamp and signature to be translated, and reject bundles with an untranslated stamp. Georgia has the translation notarized by a Georgian notary, who certifies the signature of a translator registered as competent in Tajik and Russian.
We translate the Georgian original into Tajik or Russian here, notarize it, apostille the original and, where a Tajik office prefers local notarization, have the text re-notarized by a partner notary in Dushanbe with a local translator's signature, which avoids a second translation. A Tajik notarized translation is, from Georgia's point of view, a foreign document; for use in Georgia the translation must be notarized here.
Georgian universities and the Ministry of Education: the student's file
The admission file of a Tajik student is the document set we handle most. Georgian universities require the school certificate (аттестат, or the шаҳодатнома дар бораи маълумоти миёнаи умумӣ) with its transcript, apostilled by the Tajik Ministry of Education and Science and translated into Georgian and notarized here; the National Center for Educational Quality Enhancement recognizes the certificate for enrollment on the basis of the same documents; and universities also ask for the passport translation, the medical certificate (form 086 or its Tajik equivalent), and for some programs a certificate of no criminal record and proof of language proficiency. Transfer students bring Tajik university transcripts and academic certificates. We translate the whole set in a day, keep the transliteration of the student's name consistent from the passport through every document, and note the Persian-form and Russian-form name variants that Tajik documents from different years carry, which is the most common reason a file is queried.
The Public Service Development Agency: student and family residence permits
Every Tajik student needs a temporary residence permit, renewed for the duration of study, and Tajik workers and families need theirs; the Public Service Development Agency requires the passport, the university's enrollment certificate or the employment contract, proof of means, and, for the first application, a certificate of no criminal record from the Ministry of Internal Affairs of Tajikistan, apostilled and translated here; family members need birth and marriage certificates apostilled and translated. Tajik graduates who take jobs in Georgia need their Tajik documents and their Georgian diploma for work permits. We prepare these files in 1-2 hours per document, treat the certificate of no criminal record as express work because of its validity window, and issue the e-Notary certified version for online submissions.
Georgian documents in Tajikistan: ZAGS, the migration service, the education ministry, courts and employers
Georgians living, working or marrying in Tajikistan, Georgian companies operating there, and Tajik citizens registering Georgian events at home present apostilled Georgian documents with notarized Tajik or Russian translations: for marriage at a Tajik ZAGS, the Georgian birth certificate and certificate of marital status; for registration of a Georgian marriage or birth, the Georgian certificate; for a work permit through the Migration Service and residence registration, the diploma, conviction certificate and civil status certificates; for the Ministry of Education and Science's recognition of Georgian diplomas of returning graduates, the diploma, supplement and transcript; for courts and notaries, judgments and notarial documents. We prepare the translations in the language the office prefers, notarize and apostille them, and arrange re-notarization in Dushanbe where the office asks.
Tajik documents for Georgian authorities
Any Tajik-language document used in Georgia must be translated into Georgian and notarized here, and public documents must carry the apostille of the competent Tajik ministry. The most frequent are passports and driving licenses (translated from a photo, no visit needed), attestats and transcripts for admission, birth and marriage certificates for family residence permits and marriage at the House of Justice, certificates of no criminal record for residence permits, military documents that universities and the migration authorities sometimes ask for, medical form 086 and health certificates, diplomas and academic certificates of transfer students, company documents for company registration, powers of attorney issued by Tajik notaries, and bank statements and sponsor letters for proof of means. Documents entirely in Russian from the Soviet period are translated directly. We also offer e-Notary certification with a qualified electronic signature.
Certified translation without notarization, and when it is enough
Not every recipient needs the notary. Universities reviewing an application before enrollment, employers, landlords, insurers and online portals accept a certified translation with our agency stamp and translator statement, which is quicker and cheaper. The Public Service Development Agency, the National Center for Educational Quality Enhancement, Georgian courts, registries and banks, Tajik ZAGS offices, the migration service and courts do not. Tell us who will receive the document and we recommend the right level; a certified translation can be upgraded to a notarized one later without re-translating. For clients who submit documents online - university portals, the Georgian e-services - we issue digitally signed PDFs, and we print, stamp and courier the same file when paper is required.
