Apostille and Legalization Between Georgia and Tajikistan - Which Ministry, What a Relative Does in Dushanbe, Sequence and Timing
Tajikistan joined the Hague Convention in 2015, so a single apostille now does the job in either direction. The Tajik detail is that several ministries issue apostilles depending on the document, and that students often arrive without one. We handle the Georgian side from David Agmashenebeli Ave 117 and tell families exactly which office to visit in Tajikistan.

Apostille replaces legalization between Georgia and Tajikistan
Tajikistan acceded to the Hague Apostille Convention with effect from 2015 and Georgia joined in 2007, so a public document from either country is recognized in the other once apostilled by the issuing country's competent authority; documents legalized through the old consular chain before 2015 remain valid, but new documents are apostilled. The Georgian and Tajik diplomatic missions accredited to each other's countries - neither has a resident embassy in the other's capital, and both are accredited from elsewhere in the region - do not legalize documents between the two; what they handle is passports, consular registration and notarial acts for their citizens. No bilateral treaty exempts documents from the apostille, since Georgia left the CIS legal assistance framework in 2009, so the apostille is required in both directions.
Which Tajik authority wants an apostille differs. ZAGS offices require apostilles on foreign civil status documents; the Migration Service on conviction certificates and civil status documents; the Ministry of Education and Science and universities on diplomas; courts and notaries on everything. Georgian offices require a Georgian notarized translation and an apostille on the Tajik original.
Where Tajik documents get their apostille: by document type
Tajikistan distributes apostille authority among its ministries according to the issuing body. The Ministry of Justice apostilles ZAGS certificates of birth, marriage, divorce and death, notarial documents (powers of attorney, consents, certified copies, notarized translations) and other documents of the justice system. The Ministry of Education and Science apostilles attestats, diplomas, transcripts and other education documents from schools, colleges and universities. Court decisions are apostilled through the judicial authorities, documents of the prosecution through the Prosecutor General's Office, and certificates of no criminal record and other documents of the Ministry of Internal Affairs and other state bodies through the routes those bodies and the Ministry of Foreign Affairs designate, which we confirm at the time because practice has evolved since 2015. Apostilles are obtained at the competent ministry in Dushanbe, or at regional offices where they exist, by the holder or a relative, usually within a few days. Tajik citizens in Georgia have a relative apply at home. We confirm the authority and the route for each document.
Apostille on Georgian documents for Tajikistan
Georgian documents going to Tajikistan are apostilled here, and this part we handle entirely. Civil status certificates and Public Service Hall extracts are apostilled through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route, which is the slowest at up to five business days; the conviction certificate through the Ministry of Internal Affairs route. You bring the original to Agmashenebeli 117 once, or a relative brings it, and we submit, track and collect the apostille, then translate the bundle into Tajik or Russian and notarize it, apostille the notarized translation where the receiving office asks, and arrange re-notarization in Dushanbe where required. Graduates returning to Tajikistan receive the finished diploma set before they fly, and we batch a graduating cohort's diplomas each summer.
Documents most often apostilled between Georgia and Tajikistan
- Tajik students in Georgia: attestat and transcript, certificate of no criminal record, birth certificate, medical certificate; transfer students' university transcripts.
- Graduates returning to Tajikistan: the Georgian diploma, Diploma Supplement and transcript, and for medical graduates internship and residency certificates.
- Families: Tajik marriage and birth certificates for Georgian family residence permits; Georgian birth and marriage certificates for ZAGS registration in Tajikistan.
- Marriage in Georgia and in Tajikistan: certificates of marital status, birth certificates, divorce certificates.
- Companies and projects: Tajik registration extracts, charters and powers of attorney for Georgian registration; Georgian Public Registry extracts, charters and tender documents for Tajik ministries and project employers.
- Succession and property: Georgian death and inheritance certificates for Tajik notaries; Tajik inheritance certificates for Georgian notaries.
The sequence for Tajik files
- Step 1: the Georgian original is apostilled by the competent Georgian authority, where the receiving Tajik office requires it.
- Step 2: we translate the document and its apostille into Tajik or Russian and the translation is notarized.
- Step 3 (where asked): the notarized translation is apostilled, or re-notarized by a partner notary in Dushanbe.
- Step 4: the bundle is kept stapled as issued, scanned as one file for online submissions, and shipped or handed to the graduate where paper is needed.
Translating before apostilling leaves the apostille certificate untranslated; a diploma taken to the Ministry of Justice instead of the Ministry of Education and Science is refused. We confirm the sequence and the authority in the first reply.
Timing, validity and common errors
Apostilles on Georgian civil status documents usually take one to three business days; notarial acts and court documents about the same; education documents up to five. Add 1-2 hours for the translation and a few days for re-notarization in Dushanbe. Tajik apostilles usually take a few days at the ministry, plus courier time to Georgia of four to six days. Georgian offices accept the Tajik certificate of no criminal record for a limited period, and Tajik offices apply similar windows to Georgian conviction certificates, so timing matters. The errors we correct most often are an untranslated apostille certificate, an attestat apostilled at the Ministry of Justice instead of the Ministry of Education and Science, a stamp or seal left untranslated, a Soviet-form birth certificate that ZAGS should have re-issued, a certificate of no criminal record that expired during the courier's journey, a family whose surnames appear in Persian and Russian forms without a note, a translation into Russian where the Tajik office insisted on Tajik, and a bundle unstapled for scanning. Send photos of both sides of every page and every stamp and we run this check before submitting.
