Legalization Between Georgia and Thailand - The Consular Chain in Both Directions, Since Thailand Has No Apostille

Thailand never joined the Hague Convention, so an apostille means nothing there and a Thai document carries none. Every document between the two countries goes through a chain of authentications, and the Thai MFA also certifies the translation. We run the Georgian steps from David Agmashenebeli Ave 117, our Bangkok partner runs the Thai ones, and we tell you honestly how long it takes.

Why there is no apostille for Thailand

Georgia joined the Hague Apostille Convention in 2007, but Thailand is not a party, and a convention only works between members. A Georgian apostille is therefore not recognized by Thai authorities, and Thai documents are not apostilled - the Thai MFA's stamp is a legalization, not an apostille. Instead, both directions use the classic consular chain: the issuing country's foreign ministry authenticates the document, and the receiving country's embassy or consulate legalizes it, after which the receiving country's authorities accept it. Thailand adds a distinctive step - the MFA's certification of the translation - which means the chain for a Georgian document ends in Bangkok, not in Tbilisi. Neither country has a resident embassy in the other: Thailand's embassy accredited to Georgia and Georgia's mission accredited to Thailand are located elsewhere in their regions, which adds courier time and occasional scheduling delays to every chain, and we build that into the timeline we give you.

Georgian documents for Thailand: the chain step by step

  • Step 1 - the Georgian original. Civil status certificates, conviction certificates, diplomas, notarial acts and court documents are obtained in their current form; older documents may need re-issue.
  • Step 2 - Georgian MFA authentication. The Ministry of Foreign Affairs of Georgia authenticates the signature and seal on the original (for some document types after an intermediate authentication by the issuing ministry), usually within a few business days.
  • Step 3 - Thai embassy legalization. The Thai embassy accredited to Georgia legalizes the Georgian MFA's authentication. Because the embassy is not in Tbilisi, this step is done by courier or through the embassy's visits and can take one to three weeks.
  • Step 4 - Thai translation. We translate the document and its authentications into Thai to the MFA's standard and notarize the translation here.
  • Step 5 - Thai MFA certification in Bangkok. Our partner submits the legalized original and the Thai translation to the Legalization Division at Chaeng Watthana, which certifies the translation, usually within a few working days (an express service exists).

The finished bundle - original with Georgian MFA and Thai embassy stamps, Thai translation with MFA certification - is what the amphur, the Immigration Bureau, the Ministry of Education and Thai courts accept. Allow two to four weeks end to end, longer around Thai and Georgian holidays.

Thai documents for Georgia: the chain step by step

  • Step 1 - the Thai original. Birth and marriage certificates from the amphur, the tabien baan, name change certificates, police clearance from the Royal Thai Police, diplomas, company affidavits from the DBD and notarial documents from a Thai notarial services attorney.
  • Step 2 - Thai MFA legalization. The Legalization Division at Chaeng Watthana (or a branch or mobile unit) legalizes the original, and, if an English translation is attached, certifies it; usually a few working days, with express service.
  • Step 3 - Georgian mission legalization. The Georgian diplomatic mission accredited to Thailand legalizes the Thai MFA's stamp, by courier or in person; one to three weeks depending on location and schedule.
  • Step 4 - Georgian translation and notarization in Tbilisi. We translate the whole bundle, including the stamps, into Georgian, converting Buddhist Era dates, and notarize it in 1-2 hours.

Some Georgian offices accept certain Thai documents - passports, driving licenses, certificates used for an employer's preliminary review - without the chain, and we tell you when it can be skipped. For residence permits, marriage registration and company registration it cannot.

Documents most often legalized between Georgia and Thailand

  • Marriage at the amphur: Georgian marital status certificate or embassy affirmation, birth certificate, divorce decisions.
  • Registration of a Thai marriage in Georgia: the Kor Ror 2 and Kor Ror 3.
  • Thai work permits in Georgia: Thai police clearance, massage and spa certificates, culinary certificates, diplomas.
  • Georgian residence permits for Thai spouses and children: Thai marriage and birth certificates, tabien baan, name change certificates.
  • Thai immigration for Georgians: Georgian marriage and birth certificates, conviction certificates, diplomas, income documents.
  • Company registration on either side: Thai company affidavits, shareholder lists and powers of attorney; Georgian Public Registry extracts and charters.
  • Education: Georgian diplomas for Thai universities and the Ministry of Education; Thai diplomas for Georgian recognition.
  • Succession and property: Thai death certificates and court orders appointing estate administrators; Georgian inheritance certificates for Thai courts.

Realistic timing and how we shorten it

The honest answer is two to four weeks for a Georgian document to be ready for the amphur or Thai immigration, and two to four weeks for a Thai document to be ready for a Georgian office, with the embassy steps being the variable part. We shorten it by starting the translation while the original is with the MFA, by batching documents into one embassy submission, by using our Bangkok partner's express MFA service, and by advising couples and employers to begin the chain before the wedding date or the job start is fixed. Thai police clearance certificates and Georgian conviction certificates are accepted for limited periods, typically three to six months, so we sequence them last. Digital certified translations are delivered first so that an employer, a hospital or a university can begin work while the paper chain runs.

Common errors we catch before submitting

The chain is unforgiving, and a mistake at step two surfaces at step five. The errors we correct most often are a Georgian apostille obtained by mistake (harmless but useless, and it wastes days), a Thai date left in the Buddhist Era, a Thai name transliterated differently from the passport, a name change certificate missing from a file where the names differ, a tabien baan translated without the household members the Georgian office needs to see, a police clearance issued for the wrong purpose, a Georgian marital status certificate that expired during the chain, a Thai MFA certification obtained on an English translation when the amphur wanted Thai, and a bundle taken apart for scanning so that the stamps no longer sit on the right pages. Send photos of every page and every stamp and we run this check before the first submission.

Thai translation - frequently asked questions

Is there really no way to use an apostille for Thailand?+
None. Thailand is outside the Hague Convention, and Thai authorities do not recognize apostilles. The consular chain plus Thai MFA certification of the translation is the only route.
Where is the Thai MFA Legalization Division?+
At the Department of Consular Affairs on Chaeng Watthana Road in Bangkok, with branch offices and a mobile service. Our Bangkok partner submits there on your behalf, including the express service.
How long does the whole chain take for a marriage certificate?+
Two to four weeks in either direction, most of it at the embassy step because neither country has a resident embassy in the other. We start the translation in parallel to save time.
Can a Georgian office accept my Thai certificate without the chain?+
For an employer's preliminary review or a passport translation, often yes. For residence permits, marriage registration and company registration, no; the Thai MFA and the Georgian mission must both have stamped it.
