Chinese universities, CSC scholarships and Confucius Institute programs
Georgian students go to China in growing numbers - to Beijing, Shanghai, Nanjing, Wuhan and Xi'an universities for Chinese language, medicine, engineering, business and international relations - largely on Chinese Government Scholarships (CSC) applied for through the Chinese embassy in Tbilisi or directly to universities, on Confucius Institute (now Center for Language Education and Cooperation) scholarships for Chinese language study, and on provincial and university scholarships. Applications go through the CSC online system and each university's portal with the diploma and transcript in the original and in translation into Chinese or English, a study plan or research proposal, recommendation letters, an HSK certificate for Chinese-taught programs or English proof for English-taught ones, a physical examination form (外国人体格检查表) and, for many programs, a conviction certificate. Universities accept certified translations with our stamp at the application stage and apostilled originals with notarized translations at enrollment. We translate the full Georgian packet in one business day and coordinate with the CSC deadlines, which fall in the first months of the year for September admission.
Chinese work permits and the CSCSE: how China assesses Georgian degrees
China's work permit for foreigners classifies applicants into categories A, B and C on a points basis that includes education, and requires the highest degree, apostilled in Georgia and translated into Chinese, together with a conviction certificate and a medical examination; employers submit through the Foreigner Work Management system, and the exit-entry administration then issues the residence permit. For some purposes - employment in state institutions, teaching, further study, and certain professional registrations - the degree must also be verified by the Chinese Service Center for Scholarly Exchange (CSCSE, 中国留学服务中心), which issues a 国外学历学位认证书 after checking the degree with the issuing university and the applicant's study record; the online application requires the diploma, transcript, passport pages showing the study period and a translation. Georgian graduates working in China, and the growing number of Chinese who have studied medicine in Georgia and need CSCSE recognition of their Georgian degrees, both use this route. We translate the Georgian packet in CSCSE's format and prepare the translations Chinese employers need for the work permit system.
Chinese degrees for recognition and employment in Georgia
A Chinese degree used in Georgia - for a work permit, for a teaching, medical or engineering position, for admission to a Georgian master's or doctoral program, or for recognition at the National Center for Educational Quality Enhancement - is proved by the graduation certificate (毕业证书) and the degree certificate (学位证书), which are separate documents in China, and the transcript (成绩单); for use abroad these are attested by a 公证处 in a 学历公证书 and 学位公证书, apostilled by the FAO, and translated into Georgian and notarized in Tbilisi. Chinese degrees can be verified online through the Ministry of Education's 学信网 (CHSI) for the graduation certificate and 学位网 (CDGDC) for the degree, and a verification report (教育部学历证书电子注册备案表 or 学位认证报告) is often the fastest way to satisfy a Georgian committee; we translate these reports too. Chinese degree titles - 学士, 硕士, 博士, and the vocational 大专 (专科) - are explained in a translator's note. Chinese employees of contractors and investors in Georgia and Chinese medical graduates seeking Georgian licensing are the largest groups here.
Chinese students in Georgia and school documents
Chinese students study medicine, dentistry, pharmacy, business and Georgian at Tbilisi State Medical University, TSU, Ilia State, the University of Georgia and others, and their admission and residence files need the 高中毕业证 (high school graduation certificate), the 高考 score report or 会考 results, the 成绩单 and the 无犯罪记录公证书 translated into Georgian and notarized; the Ministry of Education's recognition of their school certificate for enrollment uses the same documents. Chinese families of contractors' and investors' staff in Tbilisi enroll children in international schools with school records and vaccination certificates translated; Georgian families in China need Georgian school records translated for international and local schools. Students need enrollment letters (在读证明) and student status letters in the other language for permits, banks and scholarships. Georgian workers going to China with vocational qualifications and Chinese technicians coming to Georgian sites with 职业资格证书 (vocational qualification certificates) and 特种作业操作证 (special operations permits) need them translated for employers and inspectors.
Study plans, recommendations, research proposals and HSK
Georgian applicants to Chinese programs ask us to translate or edit study plans (学习计划) and research proposals into Chinese or English, and to translate recommendation letters from Georgian professors while preserving the signature block; doctoral candidates need thesis abstracts and publication lists translated, and researchers collaborating with Chinese universities and the Chinese Academy of Sciences use our editors for articles. Native Chinese editors with academic backgrounds handle these texts in the register Chinese universities expect. HSK and HSKK certificates are translated into Georgian for Georgian employers and universities, and Georgian language proficiency certificates into Chinese for Chinese employers.
Timing and practical advice
CSC scholarship applications close in the first quarter of the year for September, university direct applications run into the summer, CSCSE verification takes ten to twenty working days once the file is complete, work permit processing varies by city, and the apostille on a Georgian diploma can take up to five business days. Start the apostille early, since the apostilled diploma is reusable for the work permit, CSCSE and the university, and ask for a digital certified translation first so you can upload it while the paper originals are in process. For Chinese degrees going to Georgia, obtain the 学历公证书 and 学位公证书 and the FAO apostille before leaving China, or arrange them through a relative, because obtaining them from Georgia takes weeks; the 学信网 verification report can be generated online at any time and we translate it in hours.
