Apostille and Legalization Between Georgia and Estonia - Notaries, Digital Apostilles, Sequence and Timing
Both countries are Hague members, so a single apostille does the job in either direction - and Estonia is unusual in issuing apostilles through notaries, on paper and digitally. What matters is which office wants Estonian rather than English, and whether paper is needed at all. We handle it from David Agmashenebeli Ave 117.

Apostille replaces legalization between Georgia and Estonia
Estonia has been a Hague Apostille member since 2001 and Georgia since 2007, so a public document from either country is recognized in the other once apostilled by the issuing country's competent authority. The Estonian Embassy in Tbilisi does not legalize Georgian documents and does not need to; nor does the Georgian embassy in Tallinn legalize Estonian ones. What the embassies handle is visas, residence permit intake, and the registration of their citizens' marriages and births abroad, which is separate from the apostille and presupposes apostilled originals.
Whether the translation must also be apostilled is rarely the question in Estonia, because Estonian offices look at who certified the translation - a vandetõlk for Estonian, a qualified translator for English - rather than at a foreign apostille on it. We apostille the notarized translation only where an office specifically asks. Georgian offices require a Georgian notarized translation and an apostille on the Estonian original, paper or digital.
Where Estonian documents get their apostille: any notary, on paper or digitally
Since 2010 Estonian apostilles have been issued by notaries rather than a ministry, and any notary in Estonia can apostille any Estonian public document regardless of where it was issued, verifying the signature or seal against the register of officials. Rahvastikuregistri väljavõtted and tõendid, karistusregistri väljavõtted, diplomid, äriregistri väljavõtted, court decisions and notarial volikirjad are apostilled at the notary's office, usually the same day. Estonia also issues digital apostilles: a digitally signed document can be apostilled electronically, producing a signed container that can be verified online, which Georgian offices accept in practice when we translate the apostille data and attach the validation. Estonian citizens already in Georgia can obtain apostilles remotely through a notary's e-services or a relative. We confirm the route for each document.
Apostille on Georgian documents for Estonia
Georgian documents going to Estonia are apostilled here, and this part we handle entirely. Civil status certificates and Public Service Hall extracts are apostilled through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route, which is the slowest at up to five business days. You bring the original to Agmashenebeli 117 once, or a relative brings it, and we submit, track and collect the apostille, then translate the bundle into Estonian or English, notarize it, arrange vandetõlk re-certification where required, and deliver digitally signed or by courier. Estonian offices increasingly accept scanned apostilled originals with digitally signed translations, which removes the courier step entirely; where paper is required, it reaches Estonia within two to three days.
Documents most often apostilled between Georgia and Estonia
- PPA residence permits and family reunification: Georgian marriage and birth certificates, the Georgian conviction certificate where the PPA asks, diplomas for employment permits.
- Marriage in Estonia: Georgian birth certificate, marital status certificate, divorce decisions.
- ENIC/NARIC and university enrollment: Georgian diplomas, supplements, school leaving certificates with national exam results.
- e-Residency and äriregister: Georgian documents for company matters that go beyond the e-Residency card, such as shareholder documents from Georgian companies.
- For Georgian residence permits: Estonian karistusregistri väljavõte, rahvastikuregistri tõendid, diplomid.
- For company registration in Georgia: Estonian äriregistri väljavõtted, põhikirjad and volikirjad, often digitally signed.
- Succession: Georgian death certificates and inheritance certificates for Estonian notaries, Estonian pärimistunnistused for Georgian notaries.
The sequence for Estonian files, paper and digital
- Step 1: the Georgian original is apostilled by the competent Georgian authority.
- Step 2: we translate the document and its apostille into Estonian or English and the translation is notarized, on paper or as a digitally signed file.
- Step 3 (Estonian-language official documents): the text is re-certified by a partner vandetõlk in Tallinn, on paper or with a digital signature.
- Step 4: the bundle is delivered digitally through the receiving office's portal, or by courier where paper is required.
Translating before apostilling leaves the apostille certificate untranslated and the file is returned; sending an Estonian-language translation without a vandetõlk to a perekonnaseisuamet costs a month. We confirm the sequence and the paper-or-digital question in the first reply based on the receiving office.
Timing, validity and common errors
Apostilles on Georgian civil status documents usually take one to three business days; notarial acts and court documents about the same; education documents up to five. Add 1-2 hours for the translation and a few days for vandetõlk re-certification. Estonian notary apostilles are typically same-day, and digital apostilles immediate. Estonian perekonnaseisuametid want civil status documents recently issued, and the karistusregistri väljavõte and the Georgian conviction certificate are accepted for a limited period, so timing matters. The errors we correct most often are an untranslated apostille certificate, a digitally signed Estonian document printed and presented without its container so the signature cannot be verified, an Estonian-language translation sent to an office that required a vandetõlk, a marital status certificate obtained too early, a Georgian document in a maiden name that differs from the passport, and Estonian õ, ä, ö and ü transliterated inconsistently into Georgian. Send photos of both sides of every page, or the .asice file, and we run this check before submitting.
