Notarized and Certified Estonian Translation - Vandetõlk, Digital Signatures and the Georgian Notary
Estonia reserves official translations into Estonian for sworn translators and signs everything digitally; Georgia notarizes translations on paper. We produce the Georgian format for Georgian authorities in 1-2 hours, and Estonian translations built for the PPA, the rahvastikuregister and the universities, re-certified by a vandetõlk and delivered digitally signed where Estonia wants them that way.

Vandetõlk, the 2020 reform and the Georgian notarized translation
Estonia's Sworn Translators Act made the vandetõlk - a translator who has passed the Ministry of Justice examination and taken an oath - the only person entitled to certify official translations from Estonian into foreign languages from 2015, and from foreign languages into Estonian from 2020; notaries no longer certify translators' signatures for official documents. Estonian authorities therefore require a vandetõlk's certification for foreign documents translated into Estonian, while accepting certified translations into English for many purposes, since English is a working language of Estonian administration. No vandetõlk exists for Georgian, so Georgian documents have reached Estonian offices through English or Russian relay translations. Georgia has no sworn-translator register; the official form here is the translation notarized by a Georgian notary, who certifies the signature of a translator registered with that notary as competent in Estonian.
Our solution: we translate the Georgian original into Estonian here, and a partner vandetõlk in Tallinn - sworn for English or Russian - re-certifies our text against the apostilled original, which Estonian offices accept in practice; or, where the office accepts English, we deliver a certified English translation directly. A vandetõlk's translation from Estonia is, from Georgia's point of view, a foreign document; for use in Georgia the translation must be notarized here.
Digital signatures: translating .asice documents and delivering digitally
Estonia issues most official documents digitally - a karistusregistri väljavõte, an äriregistri väljavõte, a university diploma, a court decision - as PDFs signed with the ID-card, Mobiil-ID or Smart-ID inside an .asice or .bdoc container, and Estonian citizens rarely hold paper originals. We open the container, verify the signature and timestamp with the DigiDoc software, translate the document and the signature validation data, and notarize the translation with a printout of the validation report; Georgian offices, which know digital documents from their own e-services, accept this in practice, and where an office insists on paper we advise on obtaining a paper extract with a notary's apostille in Estonia. In the other direction, Estonian authorities and companies prefer to receive translations digitally: we deliver Georgian documents translated into Estonian or English inside an .asice container signed with a qualified electronic signature, which the vandetõlk can also sign digitally, so the whole file moves without paper.
The PPA: residence permits, visas and the e-Residency card
The Politsei- ja Piirivalveamet (PPA) issues Estonian residence permits for employment, study, family and business, the digital nomad visa, and the e-Residency card, and the Estonian Embassy in Tbilisi takes in applications and issues visas. Residence permit applications through the PPA's self-service portal require the Georgian passport, the employer's or university's documents, proof of income and health insurance, and for family permits the apostilled marriage and birth certificates; the PPA accepts translations into English certified by a translator for most documents and requires a vandetõlk for translations into Estonian of official documents. The e-Residency application requires only the passport and a motivation, but the company that follows generates documents for the äriregister and Estonian banks. We assemble the translated set to match the PPA's list, in English where accepted and Estonian with vandetõlk re-certification where required, with your name's transliteration identical across every document.
Rahvastikuregister, perekonnaseisuamet and marriage in Estonia
The population register (rahvastikuregister) and the perekonnaseisuametid (vital statistics offices) registering marriages and foreign births are the strictest Estonian offices and require vandetõlk translations into Estonian of apostilled Georgian civil status documents. A Georgian marrying in Estonia presents the Georgian birth certificate, a marital status certificate (tõend perekonnaseisu kohta), proof of identity and, if previously married, divorce decisions; the perekonnaseisuamet may require a certificate of no impediment under Georgian law. An Estonian citizen marrying in Georgia presents an abieluvõimetõend from the perekonnaseisuamet, apostilled by an Estonian notary, translated into Georgian and notarized. After a marriage in either country, the certificate is apostilled and translated for the other country's register. Children born in Georgia to Estonian parents are entered in the rahvastikuregister with the Georgian birth certificate apostilled and translated by a vandetõlk. We prepare both sides of these files and arrange the re-certification.
Estonian documents for Georgian authorities
Any Estonian-language document used in Georgia must be translated into Georgian and notarized here. The most frequent are passid, ID-kaardid and juhiload (translated from a photo, no visit needed), sünni- and abielutõendid or rahvastikuregistri väljavõtted for marriage registration and family residence permits, the karistusregistri väljavõte for residence permits, diplomid for work permits and recognition, äriregistri väljavõtted, põhikirjad and volikirjad for company registration, töölepingud and kontoväljavõtted for proof of income, and tõendid from the Sotsiaalkindlustusamet or Tervisekassa. Estonian public documents must carry an apostille, which in Estonia is issued by any notary, before the translation is notarized; digitally signed documents can carry a digital apostille. We also offer e-Notary certification with a qualified electronic signature, which Estonian clients find natural.
Certified translation without notarization, and when it is enough
Not every recipient needs the notary or the vandetõlk. Estonian universities for admission, employers, landlords, insurers and online platforms accept a certified translation with our agency stamp and translator statement, and the PPA accepts it into English for most purposes, which is quicker and cheaper. Perekonnaseisuametid, courts, notaries, Georgian courts, registries, the Public Service Hall and banks do not. Tell us who will receive the document and we recommend the right level; a certified translation can be upgraded to a notarized and re-certified one later without re-translating. For clients who submit everything online - the PPA self-service, the äriregister's company portal, university portals - we deliver digitally signed files, and we print, stamp and courier the same file when paper is required.
