How Kazakhstan certifies translations, and the Georgian notarized translation
Kazakhstan follows the post-Soviet model: there is no register of sworn translators, and a translation acquires official status when a notary certifies the translator's signature, with the translator's diploma on file at the notary's office; a translation made and notarized abroad is a foreign notarial act, which Kazakh authorities accept when it carries an apostille, though ZAGS offices, migration police departments and some notaries prefer, and occasionally insist on, a translation notarized in Kazakhstan, and courts often do. Kazakh law makes Kazakh the state language and Russian an official language of equal use in state bodies, so translations into Russian are accepted everywhere in practice, while some offices, universities and employers now ask for Kazakh, and government policy is moving that way. Georgia has the translation notarized by a Georgian notary, who certifies the signature of a translator registered as competent in Kazakh and Russian.
We translate the Georgian original into Russian or Kazakh here, notarize it, apostille the original and, where a Kazakh office prefers local notarization, have the text re-notarized by a partner notary in Almaty or Astana with a local translator's signature, which is quick and avoids a second translation. A Kazakh notarized translation is, from Georgia's point of view, a foreign document; for use in Georgia the translation must be notarized here.
eGov.kz documents and how Georgian offices treat them
Kazakhstan's eGov portal issues many certificates instantly as PDFs with a QR code and an electronic digital signature: the certificate of no criminal record (справка о наличии либо отсутствии судимости), certificates of registered address, marital status, family composition, pension contributions, and extracts from the business register and property register. Georgian offices meet these most often in residence permit and property files, and accept them once the apostille is attached - Kazakhstan issues apostilles for many eGov documents electronically as well, through the same portal, which means a Kazakh citizen in Batumi can obtain the certificate and its apostille without a relative at home. We verify the document and its apostille through the QR codes, translate both, and notarize the translation attached to a printout with a translator's note explaining the electronic form; the Public Service Development Agency and Georgian notaries have accepted this consistently. Paper documents with wet stamps are handled the classic way.
Kazakh documents for Georgian residence permits, property and marriage
Kazakh citizens who stay in Georgia beyond the visa-free year - property owners, families, students, remote workers, employees of Kazakh companies - present Kazakh documents apostilled by the competent ministry and translated into Georgian and notarized here. For a residence permit: the passport (translated from a photo, no visit needed) and the eGov certificate of no criminal record; for a family permit or marriage at the House of Justice: ZAGS birth and marriage certificates and a certificate of marital status; for property purchases in Batumi and Tbilisi: the passport and, where the buyer is married, the notarized consent of the spouse under Kazakhstan's community property rules, which Georgian notaries and the Public Registry ask for; for work permits and recognition: the diploma and transcript; for company registration: the registration certificate, charter and a power of attorney. Kazakh notarial documents - powers of attorney, consents, declarations - are issued by Kazakh notaries or by the consular section of the Embassy of Kazakhstan in Tbilisi. We also offer e-Notary certification with a qualified electronic signature.
Georgian documents in Kazakhstan: ZAGS, migration police, courts and employers
Georgians living, working or marrying in Kazakhstan, and Kazakh citizens registering Georgian events at home, present apostilled Georgian documents with notarized Russian or Kazakh translations: for marriage at a Kazakh ZAGS, the Georgian birth certificate and certificate of marital status; for registration of a Georgian marriage or birth, the Georgian certificate; for a work permit through the local akimat's employment authority and the migration police's temporary residence, the diploma, conviction certificate and, for family, civil status certificates; for courts, judgments and notarial documents. Kazakh employers of Georgian specialists and Kazakh universities admitting Georgian students ask for the same. We prepare the translations in the language the office prefers, notarize and apostille them, and arrange re-notarization in Kazakhstan where the office asks.
The Embassy of Kazakhstan in Tbilisi
Kazakhstan has a resident embassy in Tbilisi with a consular section that registers Kazakh citizens in Georgia, issues and renews passports, performs notarial acts - powers of attorney, consents, declarations, certified copies - for Kazakh citizens, and issues visas to those who need them. Georgian documents submitted there in Georgian need translations into Kazakh or Russian, which we provide, and the embassy's notarial acts are used in Georgia after translation into Georgian and notarization here. For Kazakh buyers of Georgian property, a spouse's consent notarized at the embassy is often the fastest route, and we translate it the same day.
Certified translation without notarization, and when it is enough
Not every recipient needs the notary. Universities for initial admission, employers, landlords, real estate agencies at the reservation stage, insurers and online portals accept a certified translation with our agency stamp and translator statement, which is quicker and cheaper. The Public Service Development Agency, Georgian notaries and the Public Registry, Georgian courts and banks, Kazakh ZAGS offices, the migration police and courts do not. Tell us who will receive the document and we recommend the right level; a certified translation can be upgraded to a notarized one later without re-translating. For clients who submit everything online - eGov, university portals, the Georgian e-services - we issue digitally signed PDFs, and we print, stamp and courier the same file when paper is required.
