Apostille and Legalization Between Georgia and Ukraine - What the Treaty Covers and What It Does Not
Most Georgia-Ukraine files need no apostille at all. Some still do, and knowing which is the difference between a same-day translation and a month of waiting. We check your specific document and office before recommending anything.

The treaty exemption and how Georgian offices actually apply it
Georgia and Ukraine are parties to a bilateral treaty on legal assistance in civil and criminal matters under which official documents issued or certified by the competent authorities of one country and bearing an official seal are accepted in the other without legalization. Both countries are also Hague Apostille members, so an apostille remains available as an alternative. In Georgian practice, civil status certificates from ДРАЦС, court decisions, notarial acts and police certificates from Ukraine are routinely accepted for residence permits, marriage registration, inheritance and court proceedings without apostille. Education documents are the grey zone: the National Center for Educational Quality Enhancement and some universities have asked for apostilles on Ukrainian diplomas despite the treaty, and banks' compliance departments sometimes request them on corporate documents. Our rule is to check what the specific receiving office has accepted recently rather than argue treaty law with a clerk, and to tell you the answer before you spend money.
When a Ukrainian document still needs an apostille for Georgia
- Diploma recognition: the recognition center and many universities ask for an apostille on the diploma and додаток, issued by the Ukrainian Ministry of Education and Science, which since the war has been available through the ministry's online service and through consulates.
- Corporate documents for bank compliance: some banks ask for apostilled витяги from the ЄДР and статути, apostilled by the Ministry of Justice.
- Documents for onward use in a third country: if the translated document will later go to an EU country or elsewhere, the treaty does not help and an apostille is needed from the start.
- Individual officer requests: occasionally an officer at the Public Service Hall or Public Registry requests an apostille on a civil status document; we can usually resolve this by reference to the treaty, but we warn you where it has happened.
Where Ukrainian documents get their apostille
Ukraine has three apostille authorities. The Ministry of Justice apostilles notarial acts, court documents and civil status certificates from ДРАЦС, largely through an electronic service that also allows verification online. The Ministry of Education and Science apostilles diplomas, додатки, атестати and other education documents, with an online application and consulate-based delivery abroad. The Ministry of Foreign Affairs apostilles the remaining categories, including certain медичні довідки and documents from other ministries. Since 2022, many Ukrainians abroad obtain apostilles through Ukrainian consulates, which forward the application, or through relatives with a power of attorney. Electronic apostilles with QR verification are common now; we translate them including the verification block and Georgian offices can verify them online.
Georgian documents for Ukraine: treaty or apostille
In the other direction, Ukrainian ДРАЦС offices, courts, notaries and the Pension Fund generally accept Georgian civil status certificates, court decisions and notarial acts under the treaty without apostille, translated into Ukrainian and notarized in Georgia; some also require the translation to be re-certified by a Ukrainian notary on arrival, which your representative can do using our text. Ukrainian universities and the Ministry of Education's recognition procedure ask for apostilles on Georgian diplomas, and we obtain them through the education verification route in Tbilisi. Typical Georgian-to-Ukrainian files are marriage certificates for couples who married in Georgia, birth certificates for children born in Tbilisi to Ukrainian parents applying for Ukrainian citizenship and passports at the consulate, Georgian employment records for Ukrainian pensions, and Georgian court decisions on divorce and custody for Ukrainian registries.
Children born in Georgia to Ukrainian parents
A frequent and time-sensitive case. A child born in Tbilisi or Batumi receives a Georgian birth certificate in Georgian. To register the child's Ukrainian citizenship and obtain a Ukrainian passport or ID at the Ukrainian Embassy in Tbilisi, the parents need the certificate translated into Ukrainian and notarized; the consulate generally accepts it under the treaty without apostille, but an apostille is easily added if requested, and we recommend it if the family may later move to the EU. We prepare the translated and notarized birth certificate within a day, and we can also translate the hospital discharge summary and vaccination record into Ukrainian for the child's future pediatrician. The same logic applies to Georgian marriage certificates for couples who married in Georgia and need the marriage recorded in Ukraine.
Checklist before you request an apostille
Before we submit anything, we check five things. First, whether the receiving office actually needs an apostille or will accept the document under the treaty. Second, that the document is an original or a properly certified duplicate, since apostilles are not placed on simple photocopies; for Diia documents, that the office accepts electronic form. Third, that the document is still valid for its purpose: the довідка про несудимість and Georgian marital status certificates have short validity windows and an apostille does not extend them. Fourth, that the name on the document matches your passport, including the Latin transliteration, which changed for many Ukrainians when the current transliteration standard was introduced. Fifth, that any stamps, seals and reverse-side notes are legible, because the translation must include all of them. Send photos of both sides of every page, or the Diia PDF, and we run through this list in the first reply.
