Apostille and Legalization Between Georgia and Uzbekistan - Which Ministry, What a Relative Does in Tashkent, Sequence and Timing

Both countries are Hague members - Uzbekistan since 2012 - so a single apostille does the job in either direction. The Uzbek detail is that several bodies issue apostilles depending on the document, and that students often arrive without one. We handle the Georgian side from David Agmashenebeli Ave 117 and tell families exactly which office to visit in Uzbekistan.

Apostille replaces legalization between Georgia and Uzbekistan

Uzbekistan joined the Hague Apostille Convention with effect from 2012 and Georgia in 2007, so a public document from either country is recognized in the other once apostilled by the issuing country's competent authority. Documents issued before 2012 and legalized through the old consular chain remain valid, but new documents are apostilled. The Georgian and Uzbek diplomatic missions accredited to each other's countries do not legalize documents between the two; what they handle is passports, consular registration and notarial acts for their citizens. No bilateral treaty exempts documents from the apostille, since Georgia left the CIS legal assistance framework in 2009, so the apostille is required in both directions.

Which Uzbek authority wants an apostille differs. FHDYo offices require apostilles on foreign civil status documents; the migration department on conviction certificates and civil status documents; the Ministry of Higher Education and universities on diplomas; courts and notaries on everything. Georgian offices require a Georgian notarized translation and an apostille on the Uzbek original.

Where Uzbek documents get their apostille: by document type

Uzbekistan distributes apostille authority among several bodies according to the issuing institution. The Ministry of Justice and its territorial departments apostille FHDYo certificates of birth, marriage, divorce and death, notarial documents (powers of attorney, consents, certified copies, notarized translations) and other documents of the justice system. The Ministry of Higher Education, Science and Innovation apostilles university diplomas, transcripts and academic certificates, and the Ministry of Preschool and School Education apostilles attestats, lyceum and college diplomas and school records. The Supreme Court apostilles court decisions. The Prosecutor General's Office apostilles documents of the prosecution and investigative bodies. Criminal record certificates issued through the Ministry of Internal Affairs are apostilled through the route the ministry designates, which we confirm at the time. Apostilles are obtained at the competent body or through the public service centers (Davlat xizmatlari markazlari) by the holder or a relative, usually within a few days, and some can be requested through my.gov.uz. Uzbek citizens in Georgia have a relative apply at home, or apply through my.gov.uz where available. We confirm the authority and the route for each document.

Apostille on Georgian documents for Uzbekistan

Georgian documents going to Uzbekistan are apostilled here, and this part we handle entirely. Civil status certificates and Public Service Hall extracts are apostilled through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route, which is the slowest at up to five business days; the conviction certificate through the Ministry of Internal Affairs route. You bring the original to Agmashenebeli 117 once, or a relative brings it, and we submit, track and collect the apostille, then translate the bundle into Uzbek or Russian and notarize it, apostille the notarized translation where the receiving office asks, and arrange re-notarization in Tashkent where required. Graduates returning to Uzbekistan receive the finished diploma set before they fly, and we batch a graduating cohort's diplomas each summer so the education verification and apostille run efficiently.

Documents most often apostilled between Georgia and Uzbekistan

  • Uzbek students in Georgia: attestat and transcript, criminal record certificate, birth certificate, medical certificate; transfer students' university transcripts.
  • Graduates returning to Uzbekistan: the Georgian diploma, Diploma Supplement and transcript, and for medical graduates internship and residency certificates.
  • Uzbek workers in Georgia: criminal record certificates, diplomas and vocational certificates, marriage and birth certificates for family.
  • Marriage in Georgia and in Uzbekistan: certificates of marital status, birth certificates, divorce certificates; Georgian marriage certificates for FHDYo registration.
  • Companies: Uzbek registration extracts, charters and powers of attorney for Georgian registration; Georgian Public Registry extracts, charters and tender documents for Uzbek ministries and partners.
  • Succession and property: Georgian death and inheritance certificates for Uzbek notaries; Uzbek inheritance certificates for Georgian notaries.

The sequence for Uzbek files

  • Step 1: the Georgian original is apostilled by the competent Georgian authority, where the receiving Uzbek office requires it.
  • Step 2: we translate the document and its apostille into Uzbek or Russian and the translation is notarized.
  • Step 3 (where asked): the notarized translation is apostilled, or re-notarized by a partner notary in Tashkent.
  • Step 4: the bundle is kept stapled as issued, scanned as one file for online submissions, and shipped or handed to the graduate where paper is needed.

Translating before apostilling leaves the apostille certificate untranslated; a diploma taken to the Ministry of Justice instead of the education ministry is refused. We confirm the sequence and the authority in the first reply.

Timing, validity and common errors

Apostilles on Georgian civil status documents usually take one to three business days; notarial acts and court documents about the same; education documents up to five. Add 1-2 hours for the translation and a day or two for re-notarization in Tashkent. Uzbek apostilles usually take a few days at the competent body or public service center. Georgian offices accept the Uzbek criminal record certificate for a limited period, and Uzbek offices apply similar windows to Georgian conviction certificates, so timing matters. The errors we correct most often are an untranslated apostille certificate, an attestat apostilled at the Ministry of Justice instead of the school education ministry, a document in Cyrillic whose name differs from the Latin passport without a note, a Soviet-form birth certificate that FHDYo should have re-issued, a criminal record certificate that expired while the file waited, a translation into Russian where the Uzbek office insisted on Uzbek, and a bundle unstapled for scanning. Send photos of both sides of every page and every stamp and we run this check before submitting.

Uzbek translation - frequently asked questions

Which office apostilles my Uzbek attestat?+
The Ministry of Preschool and School Education (school documents), not the Ministry of Justice. University diplomas go to the Ministry of Higher Education, Science and Innovation. A relative applies at the ministry or a public service center.
My attestat was never apostilled and I am already in Tbilisi. What now?+
A relative takes it to the school education ministry or a public service center for the apostille and sends it to you; we translate it on arrival in 1-2 hours. Ask your university whether it accepts a certified translation meanwhile; many do for the application stage.
Does the Uzbek Ministry of Higher Education require an apostille on my Georgian diploma?+
Yes, apostilled in Georgia (after the education verification), with a notarized Uzbek translation. We batch graduates' diplomas each summer and deliver the set before you fly.
Can you handle everything while I am in Tashkent?+
Yes, if the original is in Georgia or you courier it to us. We submit, collect, translate, notarize, arrange re-notarization and ship by courier with tracking.
