DGES: reconhecimento of Georgian degrees in Portugal

A Georgian university degree used in Portugal for employment or further study goes through reconhecimento under Decreto-Lei 66/2018: reconhecimento automático for degrees on the list of recognized foreign qualifications, reconhecimento de nível, which states the Portuguese degree level (licenciatura, mestrado, doutoramento) the qualification corresponds to, or reconhecimento específico for a particular Portuguese degree; the Direção-Geral do Ensino Superior (DGES) handles the automatic and level routes and universities the specific one. The application requires the apostilled diploma and histórico with certified translations into Portuguese, and DGES may verify the diploma with the Georgian university. Georgian graduates in Portugal - nurses, engineers, IT specialists, teachers - use the reconhecimento de nível most, and it is also what Segurança Social and employers use for professional grading. We translate the Georgian packet in DGES's format, with subject names rendered as Portuguese universities name the same subjects.

The Ordens: doctors, nurses, engineers and other regulated professions

Regulated professions in Portugal require registration with the relevant Ordem after recognition of the degree. Georgian doctors and dentists go through the Ordem dos Médicos or Ordem dos Médicos Dentistas after the university recognizes the medical degree (a route involving equivalence exams at a Portuguese medical faculty), nurses through the Ordem dos Enfermeiros after DGES or university recognition, engineers through the Ordem dos Engenheiros or Ordem dos Engenheiros Técnicos, and pharmacists, psychologists and lawyers through their own bodies; Portuguese at B1 or B2 is required in the health professions. The document stage requires the apostilled diploma, the full curriculum with hours, specialization certificates, the Georgian license and proof of practice, and a certificate of good standing, with certified translations. Georgian nurses are a growing group on this route, and our medical translators, who are physicians, translate clinical subjects using the terminology of Portuguese medical faculties.

Portuguese and Brazilian universities and polytechnics

Georgian applicants to Portuguese institutions - the universities of Lisbon, Porto, Coimbra, Minho and Aveiro, Nova, the Católica, the ISCTE and the polytechnics - apply as estudantes internacionais with the apostilled diploma and transcript in the original and in certified translation, proof of Portuguese or English by program, and for licenciaturas the Georgian school leaving certificate with national exam results, which the university assesses for equivalence; tuition for international students is set by each institution and scholarships exist for CPLP and some other countries. Brazilian federal and state universities admit foreign students through specific processes, and the PEC-G program admits students from partner countries. The student visa (D4) requires the admission letter, proof of means, health insurance and the registo criminal. We translate the full Georgian packet in one business day and coordinate with the application windows, which in Portugal fall in spring and summer for the September intake.

Brazilian revalidação and the Portuguese diploma in Georgia

Brazil recognizes foreign degrees through revalidação (bachelor's) or reconhecimento (master's and doctorate) at a public university, managed through the Plataforma Carolina Bori, with tradução juramentada of the apostilled diploma, histórico and programas de disciplinas; the medical Revalida exam is a separate route for doctors. We prepare the Portuguese text and arrange juramentada re-certification. In the other direction, a Portuguese or Brazilian degree used in Georgia - for a work permit, a teaching, medical or engineering position, admission to a Georgian master's or doctoral program, or recognition at the National Center for Educational Quality Enhancement - must be apostilled (PGR or cartório) and translated into Georgian and notarized in Tbilisi. We translate the diploma, the certidão de habilitações or histórico escolar, the Diploma Supplement and, when recognition is sought, programas das disciplinas. Portuguese degree titles - licenciatura, mestrado, doutoramento, and the pre-Bologna licenciatura of five years and bacharelato - and Brazilian ones (graduação, bacharelado, licenciatura meaning a teaching degree, mestrado, doutorado) are explained in a translator's note for a Georgian committee, since licenciatura means different things in the two countries.

School certificates, student letters and vocational qualifications

Portuguese and Brazilian families in Tbilisi enroll children in international and Georgian schools with certificados de habilitações and históricos escolares translated; Georgian families in Portugal need Georgian school records translated for the agrupamento de escolas, which places the child in the right year and arranges Português Língua Não Materna support, and Georgian children are now a visible group in schools in Lisbon and the Alentejo. Students need declarações de matrícula and student status letters in the other language for permits, banks and the Segurança Social. Georgian workers going to Portugal with vocational qualifications - construction, welding, driving, hospitality - need certificates translated for employers and, for regulated trades, the IEFP or the relevant authority; Portuguese and Brazilian vocational certificates used in Georgia are translated and notarized for Georgian employers.

Cartas de motivação, recommendations, CVs and timing

Georgian applicants to Portuguese and Brazilian programs ask us to translate or edit cartas de motivação and CVs in Portuguese or English, and to translate recommendation letters from Georgian professors while preserving the signature block; doctoral candidates need research proposals, thesis abstracts and publication lists translated, and researchers collaborating with Portuguese universities and the FCT use our editors for articles. Native Portuguese and Brazilian editors with academic backgrounds handle these texts in the right variant.

On timing: Portuguese international student applications run from spring to summer for September, DGES recognition takes one to three months, the Ordens' registration months to a year depending on exams, Brazilian revalidação six months or more, and the apostille on a Georgian diploma can take up to five business days. Start the apostille early, since the apostilled diploma is reusable across DGES, the Ordem and the university, and ask for a digital certified translation first so you can upload it while the paper originals are in process.
