Apostille and Legalization of Documents Between Georgia and Italy

Italy and Georgia are both Hague Apostille members, so no embassy legalization is needed - but Italian offices are particular about which stamp goes where, and the consulate still certifies translations for its own files. We handle the whole sequence from David Agmashenebeli Ave 117.

Apostille replaces legalization between Georgia and Italy

A Georgian public document - certificato di nascita, matrimonio, morte, stato libero, the Georgian conviction certificate, diploma, sentenza, atto notarile, Public Registry extract - is recognized in Italy once it carries an apostille from the competent Georgian authority. The Italian Embassy in Tbilisi does not legalize Georgian documents; the apostille has replaced that function. What the embassy does do is certify translations for its own procedures, and issue the dichiarazione di valore for educational documents, both of which are separate from the apostille and both of which presuppose that the Georgian original is already apostilled.

Whether the translation must also be apostilled depends on the office. Questure and Prefetture generally accept an apostille on the original plus a notarized translation legalized by apostille, producing a double-apostille bundle; Comuni frequently require the same, or an asseverazione in Italy; universities using the dichiarazione di valore need the consular certification instead. We prepare whichever bundle the destination requires.

The apostille sequence for Italian files

  • Step 1: the Georgian original is apostilled: civil status documents and Public Service Hall extracts through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route.
  • Step 2: we translate the document and its apostille into Italian and the translation is notarized.
  • Step 3a (Questura, Prefettura, Comune): the notarized translation is itself apostilled.
  • Step 3b (embassy procedures, dichiarazione di valore): the translation is submitted to the consular office for certification of conformity.
  • Step 4: the bundle is kept stapled as issued, scanned as one file for online submissions and shipped by DHL.

Translating before apostilling leaves the apostille certificate untranslated and the file is returned; taking a document to the consulate without the apostille wastes an appointment. We fix the sequence in the first reply based on the receiving office.

Documents most often apostilled for Italy

  • Ricongiungimento familiare: Georgian marriage certificate, children's birth certificates, proof of relationship and dependency documents, all with apostille and translation, often consular-certified for the nulla osta stage and apostilled for the Questura stage.
  • Marriage in Italy: certificato di nascita, certificato di stato libero (marital status certificate) and, at most Comuni, a nulla osta al matrimonio issued by the Georgian side, apostilled and translated.
  • Decreto flussi and work visas: Georgian conviction certificate from the Ministry of Internal Affairs, diplomas and work records where the category requires them.
  • Study: diploma and esami sostenuti for the dichiarazione di valore, school leaving certificate with national exam results for pre-enrollment.
  • Citizenship by marriage or descent: full chain of Georgian civil status records, apostilled and translated.
  • Succession and property: Georgian death certificates, inheritance certificates and court decisions for Italian notai handling estates with Georgian heirs.
  • Business: Public Registry extracts, statuti and procure for Italian subsidiaries and bank accounts.

Where Italian documents get their apostille for Georgia

Italian documents must be apostilled at home before they reach Tbilisi, and the competent authority depends on the document. Administrative and civil status documents - certificati anagrafici and di stato civile from the Comune, diplomi, certificati camerali - are apostilled by the Prefettura (Ufficio Territoriale del Governo) of the province. Judicial and notarial documents - casellario giudiziale, carichi pendenti, sentenze, atti notarili, procure - are apostilled by the Procura della Repubblica at the tribunale. San Marino documents are apostilled by its Segreteria di Stato per gli Affari Esteri. Swiss Ticino documents by the Cancelleria dello Stato of the canton. Once the apostilled original is in Tbilisi, we translate it into Georgian and notarize it in 1-2 hours.

Consular certification and the dichiarazione di valore

Two Italian consular procedures sit alongside the apostille and are often confused with it. Certification of conformity of a translation is the consulate's confirmation that an Italian translation faithfully reproduces an apostilled Georgian document, used for visa files, citizenship and consular registrations. The dichiarazione di valore in loco is the consulate's statement describing a Georgian qualification - the institution's status, the length and level of study, the grade and the access rights it confers in Georgia - which Italian universities and professional recognition bodies require alongside the apostilled diploma and its translation. Both require appointments, consular fees and, for the dichiarazione di valore, the university's own confirmation of the diploma. We prepare the translations in the form the consular office expects, obtain the university confirmations, and handle or accompany the submissions, which is the part of an Italian file that most often causes delay when done alone.

Timing, validity and common errors

Apostilles on Georgian civil status documents usually take one to three business days; notarial acts and court documents about the same; education documents up to five. Add 1-2 hours for the translation, a day or two if the notarized translation must also be apostilled, and one to three weeks for consular certification or a dichiarazione di valore depending on the embassy's calendar. Italian Comuni want civil status documents less than six months old, and the Georgian conviction certificate is generally accepted for three to six months, so timing matters. The errors we correct most often are an untranslated apostille certificate, a certificato di stato libero obtained too early, a Georgian document in a maiden name that differs from the passport, a diploma taken to the consulate without the university's confirmation, and a bundle unstapled for scanning, which Italian offices treat as invalid. Send photos of both sides of every page and we run this check before submitting.
