Apostille and Legalization Between Georgia, Romania and Moldova - Three Romanian Authorities, One Sequence

All three countries are Hague members, so a single apostille does the job in every direction - but Romania splits apostille authority three ways, Romanian offices require legalized translations, and worker files run on employer deadlines. We handle it from David Agmashenebeli Ave 117.

Apostille replaces legalization between Georgia, Romania and Moldova

Romania has been a Hague Apostille member since 2001, Moldova since 2007 and Georgia since 2007, so a public document from any of the three is recognized in the others once apostilled by the issuing country's competent authority. The Romanian Embassy in Tbilisi does not legalize Georgian documents and does not need to; nor does the Georgian embassy in Bucharest legalize Romanian ones. What the embassies handle is visas, the transcription of their citizens' marriages and births abroad and consular certificates, which is separate from the apostille and presupposes apostilled originals.

Because Romanian offices require a traducere legalizată rather than a legalized foreign translation, the Georgian notarized translation itself usually does not need to be apostilled for Romania; the traducător autorizat's certification and the notar's legalization replace that function. Georgian offices require a Georgian notarized translation and do not care about Romanian certification of it.

Where Romanian and Moldovan documents get their apostille for Georgia

Romania splits apostille authority by document type. The Prefectură (Instituția Prefectului) of the county apostilles administrative documents - certificate de naștere, de căsătorie and de deces from starea civilă, caziere judiciare, diplome and foi matricole (after the Ministry of Education's authentication for some), certificate constatatoare from the ONRC, and documents from ministries and local government. The Tribunal apostilles judicial documents - hotărâri judecătorești and documents from the courts. The Camera Notarilor Publici apostilles notarial documents - procuri, declarații and traduceri legalizate. All three are done in person or by post, and Romanian citizens already in Georgia can obtain apostilles through a relative or a lawyer with a procură. In Moldova, the Ministry of Justice apostilles judicial and notarial documents and the ASP (through its apostille service) civil status and other administrative documents, with e-apostille available. We confirm the correct authority for each document before you request it.

Apostille on Georgian documents for Romania and Moldova

Georgian documents going to Romania or Moldova are apostilled here, and this part we handle entirely. Civil status certificates and Public Service Hall extracts are apostilled through the Public Service Development Agency; notarial acts and court documents through the Ministry of Justice route; diplomas and school certificates through the education verification route, which is the slowest at up to five business days. You bring the original to Agmashenebeli 117 once, or a relative brings it, and we submit, track and collect the apostille, then translate the bundle into Romanian, notarize it and forward the text to a partner traducător autorizat in Bucharest or Chișinău for re-certification and notarial legalization. Clients and employers in Romania receive the finished set by courier within two to three days of legalization.

Documents most often apostilled between Georgia and Romania

  • Aviz de angajare, visa D and permis de ședere: Georgian conviction certificate, diplomas and vocational certificates where the job requires them, marriage and birth certificates for family members.
  • Marriage and transcriere in Romania: Georgian birth certificate, marital status certificate, divorce decisions.
  • CNRED recognition and university admission: Georgian diplomas, supplements, school leaving certificates with national exam results, particularly for the medical universities.
  • For Georgian residence permits: Romanian and Moldovan caziere judiciare, certificate de naștere and de căsătorie, diplome.
  • For company registration in Georgia: Romanian certificate constatatoare, acte constitutive and procuri; Moldovan extrase from the ASP.
  • Black Sea transport and trade: company and licensing documents for Romanian carriers, freight forwarders and Constanța port operators.
  • Succession and property: Georgian death certificates and inheritance certificates for Romanian notari, Romanian certificate de moștenitor for Georgian notaries.

The sequence for Romanian files

  • Step 1: the Georgian original is apostilled by the competent Georgian authority.
  • Step 2: we translate the document and its apostille into Romanian and the translation is notarized.
  • Step 3: the text is certified by a partner traducător autorizat and the signature legalized by a notar in Bucharest (or the Moldovan equivalent in Chișinău).
  • Step 4: the bundle is delivered to you, your employer or the IGI.

Translating before apostilling leaves the apostille certificate untranslated and the file is returned; sending an unlegalized translation to the IGI or a primărie costs weeks. For employer groups we run all candidates' documents through the sequence in parallel. We confirm the sequence in the first reply based on the receiving office.

Timing, validity and common errors

Apostilles on Georgian civil status documents usually take one to three business days; notarial acts and court documents about the same; education documents up to five. Add 1-2 hours for the translation and a few days for re-certification and legalization in Romania. Romanian Prefectură apostilles are typically same-day or next-day; Tribunal and Camera Notarilor apostilles a few days. Romanian primării want civil status documents recently issued, and the cazier judiciar and the Georgian conviction certificate are accepted for six months, so timing matters, especially for aviz de angajare files where the employer's application has its own deadline. The errors we correct most often are an untranslated apostille certificate, a document sent to the Tribunal instead of the Prefectură or vice versa, a marital status certificate obtained too early, a Georgian document in a maiden name that differs from the passport, Romanian diacritics transliterated inconsistently into Georgian, and a bundle unstapled for scanning, which offices on both sides treat as invalid. Send photos of both sides of every page and we run this check before submitting.

Romanian translation - frequently asked questions

Where do I apostille my Romanian cazier judiciar?+
At the Prefectură of the county, which also apostilles certificate de naștere, diplome and ONRC certificates. Court documents go to the Tribunal and notarial documents to the Camera Notarilor Publici.
Does the notarized Romanian translation need its own apostille?+
Usually not, because the traducător autorizat certification and notarial legalization replace it. Where a Romanian office accepts a legalized foreign translation instead, we apostille it in Georgia.
How long does apostille plus Romanian translation take for a birth certificate?+
Translation in 1-2 hours; apostille on the original in one to three business days; re-certification and legalization in Bucharest a few days. A complete bundle typically reaches Romania within ten days.
Can you run a shipyard group's documents in parallel for the IGI?+
Yes. All candidates' apostilles, translations, re-certifications and legalizations are processed together so the group's files are complete on the same date.
